The Department of Defense has long been able to play a major role in international humanitarian assistance and disaster response (HA/DR) due to its unique capabilities, manpower, and forward-deployed resources. The Asia-Pacific region is of particular importance to the United States because it bears the brunt of more than half of the world's natural disasters and is home to numerous key U.S. allies. In an effort to improve the effectiveness of HA/DR operations in the future, this report analyzes recent operations in Burma, Indonesia, Pakistan, and Japan, and identifies lessons that have emerged in the areas of (1) interagency coordination, (2) communication with the affected country, (3) coordination with other state and non-state actors, (4) prospects for U.S. security cooperation and building partner capacity for HA/DR, and (5) prospects for the increased involvement of regional organizations in HA/DR. This report also identifies complementary capabilities and comparative advantages that exist around the region, presents options for leveraging these capabilities to deal with future disasters, and assesses various crisis management mechanisms involving allies and partners that can be applied to other contingencies.

In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Many humanitarian interventions led and supported by the United States go beyond simple disaster relief and include such difficult tasks as protecting refugees, securing humanitarian aid, and restoring civil order. The U.S. Air Force often plays an important role in such complex contingency operations. This book explores how the military might improve coordination with relief agencies and with European allies in such operations. It examines the dynamics of complex contingency operations, provides an overview of the relief community, delineates barriers to better cooperation, discusses the European contribution, and recommends steps the military might take to improve coordination in future crises. Steps include improving military familiarization with key relief organizations, perhaps appointing a humanitarian advisor, establishing more "centers of excellence," and bringing relief organizations into the planning process. The military should encourage information sharing with relief organizations, improve procedures for managing the flow of aid, and leverage European capabilities.

This volume argues that international security in the Asia-Pacific lends itself to contradictory analyses of centrifugal and centripetal trends. Transitional polycentrism is intrinsically awkward as a description of the security of states and their populations; it implies the loosening of state control and the emergence of newly asserted authority by mixed constellations of intergovernmental organizations and non-state actors. It implies a competition of agendas: threats to the integrity of borders and human security threats such as natural disasters, airliner crashes, and displacement by man-made pollution and food scarcity. Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described from the perspective of studied detachment as polycentric order.
