Dans une approche alternative aux évaluations des politiques les plus classiques, cet ouvrage défend l’idée que les politiques de prévention des désastres sont nécessaires, tout autant que nécessairement limitées. C’est pourquoi il est fondamental de ne pas seulement en souligner les limites mais aussi d’en reconnaître les apports et d’identifier ce qui permettrait de les améliorer.
