La prise de conscience des impacts environnementaux dûs aux activités humaines a amené l'ensemble de la classe politique , scientifique et économique à considérer dans les choix stratégiques, notamment en matière de structure de production et d'investissement dans le secteur énergétique, la totalité des effets externes issus de ces mêmes choix. La question fondamentale posée dans cette thèse consiste en la détermination des stratégies énergiques optimales (structure de la production et investissements) au sein du secteur électrique, lorsque des contraintes de protection de l'environnement sont instaurées en vue de limiter l'accroissement de l'effet de serre additionnel. Une analyse théorique et descriptive permet de définir les bases et le champ de cette étude (spécification des domaines retenus : production électrique, effet de serre; théorie des externalités ; instruments d'une politique environnementale). La mise en place de la politique de protection de l'environnement est envisagée de deux manières, soit en imposant une taxe sur les émissions de CO2 soit en créant un marché de droits à polluer. Un modèle mathématique, basé sur les principes de la programmation linéaire est construit pour schématiser et apporter des solutions à notre problématique, ce dernier s'appliquant d'une part au cas d'une économie fermée (la France et l'Allemagne), d'autre part à celui d'une économie ouverte (l'Europe). Les principaux résultats obtenus peuvent être énoncés de la manière suivante : une prépondérance de l'électricité nucléaire dans la structure de production totale et dans les investissements réalisés pour satisfaire l'accroissement de demande à l'horizon 2010; une meilleure efficacité de la taxation à court terme et du marche de droits à long terme du point de vue de la mise en place pratique; une lutte contre les émissions carbonées plus directement obtenue dans le cadre du marché de droits; des résultats (en termes de structure de l'offre et d'impacts environnementaux) fortement conditionnés par le niveau des coûts de dépollution de chaque producteur.

During the last decades, environmental economics as a science has been very successful in improving our understanding of environment-economy interdepen dence. Using conventional economic methodology, environmental aspects have been explicitly incorporated into economic models making use of the concept of externality. This concept was already familiar to economists long before evidence of severe environmental deterioration found its way into the headlines and peo ple's awareness. But before that time, external effects were not considered as being empirically very relevant, they seemed to be -like the example of the bees and the fruit trees - somewhat bucolic in nature. All that changed dramatically when it was no longer possible (or easy) to ignore the large-scale environmental disruption with its negative feedback on consumers and producers caused by growing pollution and excessive use of environmental resources. In diagnosing the discrepancy between private and social cost as the cause of the problem, the externality paradigm proved very useful. The correct diagnosis implies the straightforward cure to internalise all external cost, namely the damage cost of pollution. But it is one thing to identify the qualitative nature of the problem at an abstract conceptual level and quite another thing to place specific money values on pollution damage and society's valuation of the environment, respectively, in the context of specific pollution (control) problems. Very often it is controversial not only how inefficient the no-policy situation is but also what exactly the net benefit of any public action of reducing pollution is.
