World Bank Discussion Paper 244. Although many studies have analyzed the gender gap in primary and secondary education in developing countries, this study is one of the few that analyzes the gap at the tertiary, or university level. The authors track the patterns in women's access to and achievement in higher education, including student enrollment and access to faculty and administrative positions. The study also identifies successful strategies and measures for reducing the gender gap. Two issues are examined in this paper. Part I reviews how women have fared in the wake of expanded tertiary enrollments over the past three decades. Despite evidence proving the importance of women's access to higher education for economic growth, a pervasive gap remains, especially in Sub-Saharan Africa, the Middle East, and South Asia. The second part examines the World Bank's experience in projects designed to improve women's experience in higher education. The extent and severity of constraints varied across regions. Results are limited and many projects are still in progress. The findings suggest that countries with low per capita income levels and difficult social settings for women may have the greatest barriers to female participation. Even where social constraints are less severe, the programs for improving female education must respond to the demands of the labor market.

This publication is composed of the summary of discussion and the papers prepared for the Nuffield Canadian Seminar. The seminar, entitled "The Costs of Post-Secondary Education in a Technological Society," was held at Cap-Rouge, near Quebec City, 25-27 June 1971. The seminar reviewed the response of developed nations to the important and difficult challenges confronting post-secondary education in this technological age. It brought together heads of post-secondary institutions and educational advisory bodies, financial and educational government officials, educational researchers, and businessmen. Approximately fifty per cent of the participants were from Canada with the remainder from Australia, Belgium, France, Great Britain, Norway, United States, West Germany, and from the Organisation for Economic Co-operation and Development. Drawing on various disciplinary perspectives, this book re-focuses the debate on what makes a good health system, with a view to clarifying the uses of social science research in thinking about health care issues in Africa. The explosion of the HIV/AIDS pandemic, the persistence of malaria as a major killer, and the resurgence of diseases like tuberculosis which were previously under control, have brought about changes in the health system, with implications for its governance, especially in view of the diminished capacity of the public health facilities to cope with a complex range of expanded needs. Government responsibilities and objectives in the health sector have been redefined, with private sector entities (both for profit and not-for profit) playing an increasingly visible role in health care provisions. The reasons for collaborative patterns vary, but chronic under-funding of publicly financed health services is often an important factor. Processes of decentralisation and health sector reforms have had mixed effects on health care system performance; while private health insurance markets and private clinics are pointers to a growing stratification of the health market, in line with the intensified income and social differentiation that has occurred over the last two decades.These developments call for health sector reforms.
