This book offers a transdisciplinary perspective on the question of how political legitimacy is constructed in the increasingly contested postnational setting of the European Union. Drawing on the example of the controversy about the EU constitution and the use of ‘EU constitution speak’ in commentaries published by Polish and French broadsheets, it reveals the transformation that constructions of political authority and association undergo when they are being transposed from the discourse field of multilateral negotiation to that of national news media. Through an original combination of the linguistic theory of discourse developed in Critical Discourse Analysis, Bourdieu’s field theory and notion of symbolic power, and political thought on polity-building, it develops a framework for the discourse study of legitimation and Europeanisation, and proposes applications beyond the case studies in the book.To students of European integration, it demonstrates the potential these concepts have for unravelling the implicit practices of postnational polity building. Discourse researchers, on the other hand, will discover how detailed text analyses gain significance in debates related to the macro level of political organisation when guided by sociological and political theory.

This short monograph examines the tense relationship between central bank independence and democratic legitimation, which has changed as the European Central Bank (ECB) has been entrusted with new tasks and faced unprecedented challenges. The financial and sovereign debt crisis, in particular, has affected the ECB's position within the Economic and Monetary Union without substantial changes in the Union's legal framework. However, the evolution of an institution primarily obligated to maintain price stability into an actor involved in sustaining financial stability, performing banking supervision and supporting economic policy raises the question of whether the high level of autonomy granted to the ECB is justified with regard to the principle of democracy that demands adequate accountability and control. This book identifies requirements for the democratic legitimation of central bank action in relation to specific tasks. Further, it analyses other scales of independence encountered in EU law in order to allow readers to gain a better conceptual understanding of central bank independence.

For the European Union of the 21st century, the search for sustainable prosperity and stability includes the challenge of reconciling democratic ideals and practices with the construction of a European constitutional order. From the 2001 Laeken Summit to the 2009 Lisbon Treaty and beyond EU leaders have repeatedly set out to bring citizens closer to EU governance by making it more democratic and effective yet several national ratification referendums have shown that publics are divided about whether and why to endorse or veto complex EU reform packages imposed from the top down. Despite these limitations people do effectively engage in the making of a European polity. By initiating national court proceedings active citizens are promoting fundamental European rights in Member States' practices. As party members they contribute to shaping mass media communication about, and national publics' understanding of, European political alternatives. As civil society activists citizens help build social networks for contesting certain EU reforms or advocating others.
