En ce que concerne la notion de service universel nous avons présenté son financement, les opérateurs en charge et les évolutions possibles en droit européen, français et roumain des télécommunications.Pour comprendre les conditions dans lesquelles le service universel des télécommunications est apparu, nous avons procédé à une présentation générale du droit des télécommunications en Europe, en s'appuyant sur : la libéralisation, les notions de service public et de service d'intérêt général en droit européen et en droits nationaux. La relation service universel - service public est bilatérale : la notion de service universel des télécommunications est influencée par celle du service public, développée en droit administratif français. Et a son tour elle influence le service public national, en l'obligeant à renoncer à une de ses caractéristiques : sa relation étroite avec l'administration publique.En ce que concerne la Roumanie, nous avons étudié la transposition d'un concept européen dans la législation d'un futur membre de l'Union.
