"The Transformation of Urban Liberalism" re-evaluates the dramatic and turbulent political decade following the 'Third Reform Act', and questions whether the Liberal Party's political heartlands - the urban boroughs - really were in decline. In contrast to some recent studies, it does not see electoral reform, the Irish Home Rule crisis and the challenge of socialism as representing a fundamental threat to the integrity of the party. Instead this book illustrates, using parallel case studies, how the party gradually began to transform into a social democratic organisation through a re-evaluation of its role and policy direction. This process was not one directed from the centre - despite the important personalities of Gladstone and Rosebery - but rather one heavily influenced by 'grass roots politics'. Consequently, it suggests that late Victorian politics was more democratic and open than sometimes thought, with leading urban politicians forced to respond to the demands of party activists. Changes in the structure of urban rule produced new policy outcomes and brought new collectivist forms of New Liberalism onto the political agenda. Thus, it is argued that without the political transformations of the decade 1885-1895, the radical liberal governments of the Edwardian era would not have been possible.

Is western civilisation based on a mistaken understanding of humanity? Fundamental to any society is its comprehension of human nature. It shapes attitudes and policies on a whole range of issues: interpersonal relations, child-rearing, discipline and punishment, economics and welfare. For millennia western societies were based on the idea that human nature is flawed. This was turned upside down 300 years ago during the Enlightenment by writers such as Rousseau, who argued that we are born good and later warped by parents and society; a liberal view of human nature which is now being challenged by scientific discoveries in the fields of the mind, the brain, and genetics (including the Human Genome), evolutionary psychology, and anthropology. This fundamental change has had profound effects. If we are essentially good then we can safely maximize freedom and abandon morality, religion and tradition. Many aspects of life have been liberalised - sexual behaviour, alcohol consumption, censorship, gambling, divorce laws and economic activity. Economic liberals thought free markets were rational and good and favoured minimal government interference and light-touch regulations. This led to the credit crunch and the greatest financial crisis since World War Two. Many parents now hesitate to discipline their own children. The belief that we are essentially good but corrupted by society has also influenced penal policy. Liberals see criminals as victims, not as wrongdoers; because surely no-one would choose to do something wrong. This is a world far removed from the self-sacrifice and fraternity shown during World War Two. It has not brought happiness but rather more alienated individuals. The outcome of egalitarian aims or methods has often missed its mark: e.g., in education it has led to the dumbing down of academic standards, grade inflation and a decline in social mobility. Egalitarian regimes from the French Revolution to the Soviet era have been amongst the most bigoted, brutal and bloody in history. The drive for greater social justice and fairness must remain an essential objective. There is, therefore, an urgent need to separate out the positive from the negative aspects of liberal thought and practice, as otherwise there is the risk of descent into moral anarchy and social disintegration.

Several ofthe themes of this study have been treated in earlier publica tions, some by means of a general analysis and some through a detailed handling of problems raised by a particular theme or historian. Both the more general theoretical treatment of the theme and the concrete historiographical treatment are, I think, indispensable aids to the proper understanding of the development of historical scholarship in nineteenth-and twentieth-century England. There are a number of problems in a concrete historiographical approach: there is first the mass of historians to be faced, and then the immense amount of historical themes dealt with in various periods. As a guideline through the tangle of themes we chose the historiography on the development of the English parliament. We can only hope that we have made a responsible choice of the historians concerned. Un fortunately it was not always possible for us to give extensive biogra phies of some of the more recent historians, as several 'papers' are still firmly in the possession of families, and a number of them mus- despite of years - still be labelled 'confidential.' The Pollard Papers in the London Institute of Historical Research thus remained inaccessible. Fortunately the lack was partly compen sated by some important material being found apart from these Papers.

Here for the first time is the story of one of history's great scholarly and marital collaborations. J. L. and Barbara Hammond were among the most innovative and influential historians of the twentieth century. Between 1911 and 1934, they wrote eight books together that amount, in effect, to the first sustained social history of modern England. Three of their books in particular--The Village Labourer (1911), The Town Labourer (1917), and The Skilled Labourer (1919)--not only anticipated what came to be known as "history from below," but also permanently changed the way most people think about the Industrial Revolution, which they defined in the apocalyptic terms to which we have become accustomed. The Hammonds were also public figures prominently involved, along with L. T. Hobhouse, J. A. Hobson, C. P. Scott, and others, in the definition and dissemination of "the new liberalism." From the point of involvement in the politics of one century, they helped give enduring historical shape to another, and thus exercise, like their friends Sidney and Beatrice Webb, a dual fascination. Of the two Hammonds, J. L. was the more prolific, writing six books on his own and serving as a political journalist for virtually his entire professional life, which saw him intervene editorially in every public crisis from the Boer War to the Second World War. Ireland was (after the Industrial Revolution) arguably his greatest passion, one to which he devoted much of his editorial life and his supreme literary effort, Gladstone and the Irish Nation (1938). Barbara Hammond was an accomplished classicist, the first woman to earn a First Class degree in Greats at Oxford. She is shown here to have done much more work on the labourer books than has been previously recognized, and to sustain through her letters an artful running commentary on the foibles of her age. Through her, especially, the author evokes a radical but also doggedly Victorian sensibility that survived uneasily into the age of Bloomsbury and beyond. The Hammonds were unique in the extent of their fused identity, in the extent to which they became, as G. M. Trevelyan once put it, "one flesh and one author." The Hammonds is part dual-biography, part evocation of an age, but it is also a study of marriage, a marriage at a particular moment in history, a marriage in the art and craft of history.
