Trois contributions traitent du premier thème : le messianisme français se replie progressivement dans un projet singulier, la francophonie. La présence française en Afrique subsaharienne rencontre celle de l'Afrique du Sud : leurs projections respectives peuvent-elles s'allier ? Le Nord peut-il influencer la " gouvernance " des régimes politiques africains ? La pratique de la conditionnalité politique, appliquée par les Etats-Unis à leur aide ou Kenya, aboutit à une évaluation nuancée. Comment des systèmes politiques en crise fonctionnent-ils et se stabilisent-ils au lieu de poursuivre chute en spirale ? Des appareils étatiques continuent d'exercer des fonctions régaliennes dans beaucoup de sociétés au sud du Sahara. Le Nigeria revient au régime civil en 1999 : une des deux contributions sur ce pays présente le déroulement de la transition politique, l'autre en évalue les chances de réussite en dégageant les facteurs du système. Au Bénin, l'apparent miracle d'une " démocratie apaisée ", après des " secondes élections ", s'opère au prix d'une paralysie du régime. Au Niger, où le coup d'Etat de 1996 a fait avorter la transition, le gouvernement peine à organiser des élections locales sur fond de crise économique. Les situations de conflit persistant ne donnent que de maigres chances à une stabilisation des régimes concernés : c'est le cas en Sierra Leone. Un bilan de l'Angola en guerre depuis vingt-cinq ans est dressé : les engagements militaires extérieurs de ce pays confirment l'impossibilité de sortir à court terme des conflits militaires. L'importance de la question agraire au Nord-Kivu est soulignée dans cette région des Grands lacs devenue l'épicentre de la plus grande déstabilisation du continent. Une restitution chronologique retrace les étapes qui ont entraîné la Guinée-Bissau dans un conflit internationalisé.

In an effort to restore its world-power status after the humiliation of defeat and occupation, France was eager to maintain its overseas empire at the end of the Second World War. Yet just fifteen years later France had decolonized, and by 1960 only a few small island territories remained under French control.The process of decolonization in Indochina and Algeria has been widely studied, but much less has been written about decolonization in France's largest colony, French West Africa. Internal security crises, from environmental disaster, extreme poverty and deprivation, armed conflicts, or ethnic or religious conflict, provide sites of opportunity for those seeking to internationalize conflicts. Domestic conflicts in Africa, the Middle East, and Southeast Asia have started as internal problems, but have taken on regional and international dimensions as parties to the conflict within the country and sympathetic external forces have joined forces with each other for mutual gain. This book examines the international dimension to internal conflicts and asks: under what conditions do domestic conflicts become opportunities for regional or global actors to become involved? Why have some countries been able to successfully deal with this problem while others have not? Who are the actors who seek to internationalize conflicts? Why and with what means do they become involved and how do their agendas get internalized/localized? Cases include: the separatist movements in the Philippines, Southern Thailand, Aceh (Indonesia); and the civil wars in Rwanda/Congo, and Sierra Leone/Liberia, Lebanon, and Iraq. This book finds that a combination of greater democratization internally, coupled with constructive outside mediation efforts, can produce conditions necessary to prevent conflicts from escalating or diffusing, and can facilitate peace-building.
