Les interdépendances entre les territoires constituent un élément négligé dans l'analyse du développement économique des territoires infranationaux. Les stratégies de développement économique sont le plus souvent pensées à l'échelle des territoires d'intervention publique tandis que les pratiques économiques et sociales sont interterritoriales et dépassent les cadres territoriaux. Dans cette thèse, nous proposons une réflexion sur les enjeux de développement territorial en portant notre attention sur les jeux d'acteurs et les relations interterritoriales. Nous nous interrogeons sur les raisons de la relative absence de considération pour les enjeux interterritoriaux et les moyens pour inscrire l'analyse des faits interterritoriaux dans le cadre plus large de l'analyse des problématiques de développement économique territorial. Nous portons plus spécifiquement notre attention sur les questions de gouvernance territoriale. En nous appuyant sur un travail statistique et qualitatif aux échelles macrorégionales européennes (la Lorraine et la Grande Région) et infrarégionales (Saintes, Saint-Jean-d'Angély et la région Nouvelle-Aquitaine), nous démontrons que les interdépendances entre les territoires sont insuffisamment prises en compte dans les processus de développement territorial. Dans le prolongement de la notion de gouvernance territoriale, nous introduisons l'idée de la coopération territoriale comme une modalité organisationnelle visant à accompagner les pratiques socio-économiques interterritoriales et à valoriser les complémentarités entre les territoires. L'instauration de pratiques coopératives constitue une réponse aux interdépendances entre les territoires.

Audacious Reforms examines the creation of new political institutions in three Latin American countries: direct elections for governors and mayors in Venezuela, radical municipalization in Bolivia, and direct election of the mayor of Buenos Aires in Argentina. Diverging from the usual incremental processes of political change, these cases marked a significant departure from traditional centralized governments. Such "audacious reforms," explains Merilee S.
