La circolare 6 ottobre 2011 analizza inoltre le fattispecie che si vengono a configurare per le nuove attività soggette e pone particolare attenzione alla problematica connessa alla trattazione dei procedimenti avviati con il d.p.r. 37/1998 e non ancora conclusi.
