Cette recherche a pour objectif d’étudier si la négociation de la révision du Statut entre la Commission et les Organisations Syndicales et professionnelles de fonctionnaires communautaires a permis de maintenir les grands principes de la fonction publique communautaire, à savoir l’indépendance, la compétence, la permanence et l’unicité du statut, mais également de déterminer si ce changement a permis de préparer l’Union européenne aux défis du futur . A cette fin, il s’agit de présenter tout d’abord le contexte de la réforme et plus particulièrement la crise de la Commission européenne, à la fin des années quatre-vingt dix, qui a conduit le Collège à moderniser les règles du dialogue social constitue le préalable nécessaire à la discussion de la réforme entre la Commission et les syndicats . Dans ce contexte, cette étude analyse la négociation de la proposition initiale de la Commission, puis de la proposition révisée adoptée par le Collège, suite aux Conclusions du Conseil
