This report describes the harvest strategy for the 2020 Kodiak Management Area (KMA) commercial Pacific herring Clupea pallasii sac roe fishery and includes the 2020 guideline harvest levels (GHL) by section, management changes from previous years, and reporting and registration requirements. The 2020 KMA areawide GHLs is 1,485 tons, and individual GHLs have been established for 41 sections. Several regulation changes occurred at the January 2020 Board of Fisheries meeting in Kodiak. The season start date was changed to April 1, extending the season length from April 1 through June 30. The allocative management plan that assigned GHLs and sections by gear type was removed, and both gear types can now fish the same sections. Fishing periods were also changed so that purse seine permit holders and gillnet permit holders fish on alternating days. Purse seine fishing periods will remain the same, but gillnet fishing periods will be from noon on even-numbered days to noon on odd-numbered days. There will be 2 types of fishing periods in the KMA: those that fall under the "standard" fishing schedule established in regulation (5 AAC 27.510), and those that occur in sections managed by emergency order. In order to maximize roe quality and control harvest rates, fishing periods for the Village Islands/Uganik Bay and Danger Bay sections will be established by emergency order. Herring will be sampled for age, sex, weight, length, and maturity from purse seine test sets. Time and area restrictions may be used to target effort on large herring with the highest roe content.

The purpose of this document is to provide commercial salmon fishermen and buyers with information and guidelines used by the Alaska Department of Fish and Game (ADF&G) to manage the commercial salmon fisheries of the North Alaska Peninsula during 2020. The 2020 projected North Alaska Peninsula salmon harvest is 2,667,800 fish: 2,800 Chinook salmon Oncorhynchus tshawytscha, 2,400,000 sockeye salmon O. nerka, 65,000 coho salmon O. kisutch, 50,000 pink salmon O. gorbuscha, and 150,000 chum salmon O. keta. The bulk of the salmon harvest is projected to occur in the Northern District between the Nelson Lagoon and Outer Port Heiden sections. The predominant gear types used in the North Alaska Peninsula are drift and set gillnets, though purse seine is a legal gear type in some areas. In 2020, salmon enumeration weirs on the Nelson, Bear, Sandy, and Ilnik rivers will be used to facilitate inseason escapement assessment and management.
