This report discusses Kenya's recent growth and stabilization performance, how it was affected by the Central Government and the parastatal sector, and why comprehensive civil service and parastatal reforms are urgently needed. Although economic growth has been close to five percent per year since 1985, it has been insufficient to significantly raise per capita incomes and create enough jobs for Kenya's young and rapidly growing population. In the past, the public sector has absorbed these workers more quickly than the private sector. However, this is unsustainable, partly because it has created destabilizing fiscal imbalances and stifled the private sector's supply response to on-going sectoral reforms. Furthermore, growth has been relatively inefficient depending more on additional resources than increases in productivity. This has been especially true in the parastatal sector where resources are used so inefficiently that if they were transferred to the private sector, the economy could grow faster by about two percentage points a year. To prevent growth from slowing further, the Government needs to stabilize the economy by dealing with the underlying forces which drive Government expenditure. To do so, as well as tackle the slower onset problem of deteriorating public sector efficiency, the Government should streamline its functions and organizational structure to eliminate duplication and redundancies, downsize staff, and reform pay and personnel procedures.

The 1980s and 1990s posed great challenges to governments in Latin America and Africa. Deep economic crises and significantly heightened pressure for political reform severely taxed their capacity to manage economic and political tasks. These crises pointed to an intense need to reform the state and redefine its relationship to the market and civic society. This book examines the paradox of states that have been weakened by crisis just as their capacity to encourage economic development and provide for effective governance most needs to be strengthened. This 2001 book explains why African countries have remained mired in a disastrous economic crisis since the late 1970s. It shows that dynamics internal to African state structures largely explain this failure to overcome economic difficulties rather than external pressures on these same structures as is often argued. Far from being prevented from undertaking reforms by societal interest and pressure groups, clientelism within the state elite, ideological factors and low state capacity have resulted in some limited reform, but much prevarication and manipulation of the reform process, by governments which do not really believe that reform will be effective, which often oppose reforms because they would undercut the patronage and rent-seeking practices which undergird political authority, and which lack the administrative and technical capacity to implement much reform. Over time, state decay has increased.

This volume examines philanthropic practices against the backdrop of the continuities, disruptions and changes in twentieth century German socio-political relations. It presents a differentiated understanding of the relationship between philanthropy and civil society that traces this connection from Germany’s first democracy, the Weimar Republic, through the Nazi dictatorship and Soviet-style rule in Communist East Germany to the stable democracy of the Federal Republic of Germany. While concentrating on Germany, this volume places German philanthropy in a triangular relationship with the United States and the developing world, primarily through Africa. In particular, the contributions to the book demonstrate that despite many transatlantic exchanges between German and American philanthropic organizations, these relationships should not be reduced to bilateral exchanges but rather seen in the context of a globalizing world. More generally, this transnational study is a reminder that philanthropic activities need to be placed into their specific historical contexts. Such an analytical framework allows for more dynamic understanding of the meaning of philanthropy in society, illustrating both enduring and changing practices.
