Policing and corruption are inseparable. This book argues that corruption is not one thing but covers many deviant and criminal practices in policing which also shift over time. It rejects the 'bad apple' metaphor and focuses on 'bad orchards', meaning not individual but institutional failure. Volume II of The Official History of Criminal Justice in England and Wales traces, for the first time, the genesis and early evolution of two principal institutions in the criminal justice system, the Crown Court and the Crown Prosecution Service. This volume examines the origins and shaping of two critical institutions: the Crown Court, which rose from the ashes of the Courts of Assize and Quarter Sessions; and the Crown Prosecution Service which replaced a rather haphazard system of police prosecuting solicitors. The 1971 Courts Act and the 1985 Prosecution of Offences Act were to reconfigure the architecture of criminal justice, transforming the procedures by which people were charged, prosecuted and, in the weightier cases demanding a judge and jury, tried in the criminal courts of England and Wales. One stemmed from a crisis in a medieval system of travelling justices that tried people in the wrong places and for inadequate lengths of time. The other was precipitated by a scandal in which three men were wrongly convicted for the murder of a bisexual prostitute. My only crime was my honesty. My son was a victim of bullying at school and no one considered the impact this had on him. Everything was denied and lies were added to the minutes of the meeting I attended. In a monstrous cover-up, all departments sided together. Meetings were scheduled by these departments and falsehoods drawn up against me. I was framed to look culpable. This is the true account of how my son and I experienced bullying at school and of the subsequent consequences. Islamic Law covers the giving of false testimonies, or bearing false witness. The messenger of God (peace be upon him) said: Shall I not inform you of the greatest of sins bearing false witness. The bearer of false witness commits several sins. They are as follows: a) The spreading of lies. Truly, God does not guide one who commits great sins one who is an oppressor, a transgressor, or a liar. b) A miscarriage of justice is committed against any person who has to bear false testimony, because its result means that the person is either deprived of property, honour, or his life. c) Conversely, it is unjust to the person favoured by false testimony because it allows them to acquire property unlawfully, thereby rendering them a sinner. d) The person delivering these untruths is unjust to himself by being the one to bear false witness. Lying represents an evil tongue. Indeed those who fabricate lies upon God are those who disbelieve in His teachings and His signs. It is they who are truly liars. The messenger of God said truth guides to righteousness, and righteousness leads to heaven. A person will evolve within truth until written with God as truthful. Lying leads to immorality which in turn leads to hell. A person will lie until written with God as a liar. A hypocrite (described to us by the Prophet) is one that lies as he speaks. An honest person has an answer to each lie levelled against them. And they will also admit to the honesty of a mistake. An honest person does not need to supply proof of their truthfulness it shows on their face. It is liars that look for proof to make their words appear true.
