La Ley del Registro Civil de 2011 (que ha entrado en vigor en 2021, diez años después de su promulgación) contiene normas orgánicas y procesales que plantean problemas de esta naturaleza escasamente abordados desde el Derecho procesal. En la presente obra monográfica se han analizado estas desconocidas cuestiones que se focalizan en el examen, por un lado, de la figura de los Encargados de las Oficinas del Registro Civil desde sus antecedentes históricos hasta la actual atribución de estas funciones registrales a los Letrados de la Administración de Justicia por la sustracción a los Juzgados de Primera Instancia y a los Juzgados de Paz (dada la desjudicialización o administrativización del servicio registral) y, por otro, en el análisis de los cauces procesales de impugnación de las resoluciones y actos de la Dirección General de Seguridad Jurídica y Fe Pública en materia de Registro Civil, y de otros tipos de procesos regulados tanto en la norma registral civil como en nuestra Ley de Enjuiciamiento Civil de 2000 que tienen su origen en el funcionamiento del propio Registro Civil en su actual configuración.
