The Weimar Republic (1918–1933) was a crucial moment not only in German history but also in the history of both crime fiction and criminal science. This study approaches the period from a unique perspective - investigating the most notorious criminals of the time and the public’s reaction to their crimes. The author argues that the development of a new type of crime fiction during this period - which turned literary tradition on its head by focusing on the criminal and abandoning faith in the powers of the rational detective - is intricately related to new ways of understanding criminality among professionals in the fields of law, criminology, and police science. Considering Weimar Germany not only as a culture in crisis (the standard view in both popular and scholarly studies), but also as a culture of crisis, the author explores the ways in which crime and crisis became the foundation of the Republic’s self-definition. Capital punishment policies in the USA are almost always justified by an individualistic belief in either rational choice or dispositional attribution, which justifies the death penalty either as a deterrent, or for retributive or incapacitative purposes. This book takes an in-depth look at the mitigation process and the use of individualism in the capital sentencing process. The work examines the use of individualistic (hegemonic) and contextualizing (subversive) discourses in the mitigation cases presented by capital defense attorneys and experts from trials in Delaware, and how these discourses were understood, interpreted, and utilized by jurors who served on those trials and by the judges who imposed the final sentences. This in-depth sociological examination of the use of individualizing and contextualizing accounts throughout the entire mitigation process helps to illuminate the challenges involved in structuring a death penalty that is not arbitrary in a culture that is overwhelmed by individualizing discourses, and thus struggles to account for the entrenched racial and economic inequality that is so conducive to lethal violence. In conclusion, it questions the entire premise of the Supreme Court’s jurisprudence of death, which rests on a belief that the discretion of decision makers can be 'guided' in a way that accounts for contextualizing evidence and will reduce the death penalty’s arbitrary and discriminatory application.

In November 1997, the world media converged on Vancouver to cover the Asia-Pacific Economic Cooperation summit. The major news story that emerged, however, had little to do with the crisis unfolding in the Asian economies. At the UBC campus, where the APEC leaders' meeting was held, a predictable student protest met with an unusually strong police response. A crowd of students was pepper-sprayed, along with a CBC cameraman. The dramatic video footage of the incident that appeared on the evening news shocked Canadians. The use of noxious chemicals to attack non-violent protesters somehow seemed un-Canadian. It looked more like something that police and soldiers in less democratic countries would do. Other news stories developed. Two dozen law professors wrote to Prime Minister Chr�tien to report that a number of serious constitutional violations that had taken place on campus. One protester, held for fourteen hours for displaying a sign saying "Free Speech," initiated legal proceedings. Other lawsuits followed. The RCMP and the government of Canada were named as defendants, and a public inquiry was launched. A central issue was whether the Prime Minister's officials gave orders of a political nature to the police that resulted in law-abiding citizens being assaulted and arrested. But why all the fuss? So what if the Prime Minister gave orders to the police? The contributors to Pepper in Our Eyes maintain that the "so what" question is of vital importance. The events at APEC raised serious questions about constitutional principle, the role of police in a democratic society, public accountability, and the effects of globalization on rights and politics. The contributors, experts in a variety of fields, draw upon their knowledge to explain -- in plain English -- the background issues and the values at stake. Some of the authors, such as Gerald Morin, chair of the first RCMP Public Complaints Commission, and CBC journalist Terry Milewski, had a direct connection with the APEC affair.
