The United States has seen rapid proliferation of youth gangs since 1980. During this period, the number of cities with gang problems increased from an estimated 286 jurisdictions with more than 2,000 gangs and nearly 100,000 gang members in 1980 (Miller, 1992) to about 4,800 jurisdictions with more than 31,000 gangs and approximately 846,000 gang members in 1996(Moore and Terrett, in press). An 11-city survey of eighth graders found that 9 percent were currently gang members, and 17 percent said they had belonged to a gang at some point in their lives (Esbensen and Osgood, 1997).Other studies reported comparable percentages and also showed that gang members were responsible for a large proportion of violent offenses. In the Rochester site of the OJJDP-funded Program of Research on the Causes and Correlates of Delinquency, gang members (30 percent of the sample) self-reported committing 68 percent of all violent offenses (Thornberry, 1998). In the Denver site, adolescent gang members (14 percent of the sample) self-reported committing 89 percent of all serious violent offenses (Huizinga, 1997). In another study, supported by OJJDP and several other agenciesand organizations, adolescent gang members in Seattle (15 percent of the sample) self-reported involvement in 85 percent of robberies committed by the entire sample (Battin et al., 1998).This Bulletin reviews data and research to consolidate available knowledge on youth gangs that are involved in criminal activity. Following a historical perspective, demographic information ispresented. The scope of the problem is assessed, including gang problems in juvenile detention and correctional facilities. Several issues are then addressed by reviewing gang studies to provide aclearer understanding of youth gang problems.An extensive list of references is provided for further review.

Processes of post-war reconstruction, peacebuilding and reconciliation are partly about fostering stability and adaptive capacity across different social systems. Nevertheless, these processes have seldom been expressly discussed within a resilience framework. Similarly, although the goals of transitional justice – among them (re)establishing the rule of law, delivering justice and aiding reconciliation – implicitly encompass a resilience element, transitional justice has not been explicitly theorised as a process for building resilience in communities and societies that have suffered large-scale violence and human rights violations. The chapters in this unique volume theoretically and empirically explore the concept of resilience in diverse societies that have experienced mass violence and human rights abuses. They analyse the extent to which transitional justice processes have – and can – contribute to resilience and how, in so doing, they can foster adaptive peacebuilding. Since 1980, the number of people in U.S. prisons has increased more than 450%. Despite a crime rate that has been falling steadily for decades, California has led the way in this explosion, with what a state analyst called "the biggest prison building project in the history of the world." Golden Gulag provides the first detailed explanation for that buildup by looking at how political and economic forces, ranging from global to local, conjoined to produce the prison boom. In an informed and impassioned account, Ruth Wilson Gilmore examines this issue through statewide, rural, and urban perspectives to explain how the expansion developed from surpluses of finance capital, labor, land, and state capacity. However, while each discipline has developed theory and models to explain the resilience of the systems they study (e.g., a natural environment, a community post-disaster, the human mind, a computer network, or the economy), there is a lack of over-arching theory that describes: 1) whether the principles that underpin the resilience of one system are similar or different from the principles that govern resilience of other systems; 2) whether the resilience of one system affects the resilience of other co-occurring systems; and 3) whether a better understanding of resilience can inform the design of interventions, programs and policies that address "wicked" problems that are too complex to solve by changing one system at a time?
