In accordance with joint doctrine, peace operations (PO) encompass multiagency and multinational crisis response and limited contingency operations. It involves all instruments of national power with military missions. Its objective is to contain conflict, redress the peace, and shape the environment to support reconciliation and rebuilding, and facilitate the transition to legitimate governance. PO includes peacekeeping, peace enforcement, peacemaking, peace building, and conflict prevention efforts (Joint Publication [JP] 3-07.3, Peace Operations).The purpose of the PO publication is to provide a single-source tactics, techniques, and procedures (TTP) reference focused on training, planning, and conducting joint or multi- Service PO at the tactical level of warfighting. This publication uses approved joint, allied, and Service doctrine and terminology as a foundation. Guidance and TTPs established in this publication are not Service specific and apply to any tactical units within combatant commands, subunified commands, joint task forces, and subordinate components of these commands that may be required to execute missions or tasks associated with PO. This publication applies to the Army, Navy, Air Force, and Marine Corps. It may also be used by multi-Service and service components of a joint force to conduct PO training and operations. Procedures herein may be modified to fit specific theater procedures, allied, and foreign national requirements.

In April 1993, President Clinton and President Yeltsin declared their intention to form a 'strategic partnership' between the US and Russia. Following the lead of the two presidents, the US Dept of Defense and the Russian Ministry of Defense have taken significant steps. In May 1993, delegations from the Russian General Staff and the US Joint Staff met in Washington DC for the first- ever US-Russian Joint Staff Talks. In Sept 93, Russian Minister of Defense Pavel Grachev and US Secretary of Defense Les Aspin signed a 'Memorandum of Understanding and Cooperation in Defense and Military Relations'. Perhaps the most visible and important example of cooperation in defense and military relations is the development of a US-Russian initiative in the area of combined peacekeeping training, an initiative first mentioned at the April 1993 Vancouver Summit. This US-Russian initiative will culminate in a small-scale combined peacekeeping training exercise, to be conducted by elements of the Russian 27th GMRD (Guard Motorized Rifle Division) and the US 3ID in July 1994 in Totskoye, Russia. In addition, both sides have agreed to carry out a second, small scale training exercise at a time and place to be determined.
