For some time Japan has been under fire for adjusting too slowly to new realities. While this criticism may be valid on some levels, Japan has been transforming in tandem with both regional and global forces. However, these changes have been largely overshadowed by the immense changes in Asia; including the rise of China, the 1997 Southeast Asian financial crisis and North Korea's development of nuclear weapons. Has Japan, the world's second largest economy, only been muddling through? In this volume the contributors show that although the challenges faced are great, Japan is changing in areas ranging from political leadership, education policy, official development assistance, peace building and security, to defence production, business associations and innovation policy. The book analyses processes of change, focusing on the dynamics of change - rather than structural change or institutional change per se - from four levels: the individual, domestic, regional and global. Forces from outside Japan, such as a changing world order and changes in power relationships in Asia, have driven change along with pressures emerging within Japan, such as the increasing power of public opinion and competitiveness within markets. On March 11, 2011, Japan was struck by the shockwaves of a 9.0 magnitude undersea earthquake originating less than 50 miles off its eastern coastline. The most powerful earthquake to have hit Japan in recorded history, it produced a devastating tsunami with waves reaching heights of over 130 feet that in turn caused an unprecedented multireactor meltdown at Fukushima Daiichi Nuclear Power Plant. This triple catastrophe claimed almost 20,000 lives, destroyed whole towns, and will ultimately cost hundreds of billions of dollars for reconstruction.In 3.11, Richard Samuels offers the first broad scholarly assessment of the disaster's impact on Japan's government and society. The events of March 2011 occurred after two decades of social and economic malaise—as well as considerable political and administrative dysfunction at both the national and local levels—and resulted in national soul-searching. Political reformers saw in the tragedy cause for hope: an opportunity for Japan to remake itself. Samuels explores Japan's post-earthquake actions in three key sectors: national security, energy policy, and local governance. For some reformers, 3.11 was a warning for Japan to overhaul its priorities and political processes. For others, it was a once-in-a-millennium event; they cautioned that while national policy could be improved, dramatic changes would be counterproductive. Still others declared that the catastrophe demonstrated the need to return to an idealized past and rebuild what has been lost to modernity and globalization.Samuels chronicles the battles among these perspectives and analyzes various attempts to mobilize popular support by political entrepreneurs who repeatedly invoked three powerfully affective themes: leadership, community, and vulnerability. This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict. We develop new economic policy uncertainty (EPU) indices for Japan from January 1987 onwards building on the approach of Baker, Bloom and Davis (2016). Each index reflects the frequency of newspaper articles that contain certain terms pertaining to the economy, policy matters and uncertainty. Our overall EPU index co-varies positively with implied volatilities for Japanese equities, exchange rates and interest rates and with a survey-based measure of political uncertainty. The EPU index rises around contested national elections and major leadership transitions in Japan, during the Asian Financial Crisis and in reaction to the Lehman Brothers failure, U.S. debt downgrade in 2011, Brexit referendum, and Japan’s recent decision to defer a consumption tax hike. Our uncertainty indices for fiscal, monetary, trade and exchange rate policy co-vary positively but also display distinct dynamics. VAR models imply that upward EPU innovations foreshadow deteriorations in Japan’s macroeconomic performance, as reflected by impulse response functions for investment, employment and output. Our study adds to evidence that credible policy plans and strong policy frameworks can favorably influence macroeconomic performance by, in part, reducing policy uncertainty.
