Politics and Volunteering begins by painting a portrait of volunteering in Japan, and demonstrates that our current understandings of civil society have been based implicitly on a U.S. model that does not adequately consider participation patterns found in other parts of the world. The book develops a theory of civic participation that, incorporates citizen attitudes about governmental and individual responsibility, with societal and governmental practices that support (or hinder) volunteer participation. This theory is tested using cross-national and sub-national statistical analysis, and it is refined through detailed case studies of volunteering in three Japanese cities. The findings are then used to build the Community Volunteerism Model, which explains and predicts both the types and rates of volunteering in communities around the world. The model is tested using four cross-national case studies (Finland, Japan, Turkey and the United States) and three sub-national case studies in Japan.

The "global community" is a term we take for granted today. But how did the global community, both as an idea and as a reality, originate and develop over time? This book examines this concept by looking at the emergence, growth, and activities of international organizations--both governmental and nongovernmental--from the end of the nineteenth century to today. Since the late 1970s, the three most salient minority groups in Japan - the politically dormant Ainu, the active but unsuccessful Koreans, and the former outcaste group of Burakumin - have all expanded their activism despite the unfavorable domestic political environment. In Rights Make Might, Kiyoteru Tsutsui examines why, and finds an answer in the galvanizing effects of global human rights on local social movements. Tsutsui chronicles the transformative impact of global human rights ideas and institutions on minority activists, which changed their understandings about their standing in Japanese society and propelled them to new international venues for political claim making. The global forces also changed the public perception and political calculus in Japan over time, catalyzing substantial gains for their movements. Having benefited from global human rights, all three groups repaid their debt by contributing to the consolidation and expansion of human rights principles and instruments outside of Japan. This book offers a comprehensive sociolinguistic overview of the linguistic situation in Japan. Contemporary Japan displays rich linguistic diversity, particularly in urban areas, but the true extent of this diversity has often been overlooked. The contributors to this volume provide a new perspective, with detailed accounts of the wide range of languages spoken in different contexts and by different communities across the Japanese archipelago. Each chapter focuses on a specific language community, and systematically explores the history of the variety in Japanese culture and the current sociolinguistic situation. The first part explores the indigenous languages of Japan, including the multiple dialects of Japanese itself and the lesser-known Ryukyan and Ainu languages.
