This book employs a history of ideas approach to trace the complex journey of the Revolutionary Communist Party (RCP) and its afterlives. Although the RCP existed for barely two decades, it left a curiously lasting impact on British politics, and its legacies have provoked bewilderment, suspicion, and animosity. Formed as the Revolutionary Communist Tendency in 1978, the RCP represented a distinct and often controversial offshoot of the Trotskyist left. Campaigning principally around 'unconditional support for Irish freedom' and anti-racism, RCP cadres expounded an independent revolutionary politics to supersede capitalism. In the 1990s, however, the RCP leadership ruefully declared that the working class had suffered an historic defeat, and the party dissolved in 1996. Combining wide-ranging archival research and twenty-four life-history interviews with former activists, Preparing for Power examines ideological continuity and change among the ex-RCP milieu. Explaining the party's key ideas, their evolution, and their retrospective contestation, Jack Hepworth analyses the RCP's trajectory in a broader political context. This book examines the public health responses to the COVID-19 pandemic in the Asia-Oceania region and their implications for democratic backsliding in the period January 2020 to mid-2021. The contributions discuss three key questions: How did political institutions in Asia-Oceania create incentives for effective public health responses to the COVID-19 outbreak? How did state capacities enhance governments’ ability to implement public health responses? How have governance responses affected the democratic quality of political institutions and processes? Together, the analyses reveal the extent to which institutions prompted an effective public health response and highlights that a high-capacity state was not a necessary condition for containing the spread of COVID-19 during the early phase of the pandemic. The COVID-19 virus was responsible for the deaths of over thirty-five thousand Canadians in its first two years alone. Described as the biggest public health crisis of the century, it was an uncertain threat, which emerged within complex psychological, social, legal, administrative, and economic contexts. Seized by Uncertainty explains how Canadian governments responded to that threat. Despite early warning signs, governments failed to appreciate the trade-offs required to respond to the pandemic. Their approach, at times intolerant of debate and ignorant of diversity, served the interests of some over others. Their response prioritized stability and containment, enabling four in ten people to work from home, disproportionately benefiting an educated middle class who profited further from soaring stock markets and housing prices. Mental health issues spiked, racialized people were much more likely to test positive for the virus, those in low-income sectors experienced unstable employment and lacked workplace safety protections, the lives of low-risk youth were in constant suspension, and residents of some care homes were virtually abandoned. Seized by Uncertainty studies the pandemic response through the contexts in which it emerged, exposing uncomfortable truths about a fragmented society and governance problems that predated the threat.

COVID-19 isn’t simply a viral pathogen nor is it, strictly speaking, the trigger of a global pandemic. Since the outbreak began in late-2019, an outpouring of clinical and scientific research, together with an array of public health initiatives, has sought to understand, mitigate, or even eradicate the virus. This book represents a snapshot of critical responses by researchers from 10 countries and 4 continents, in a collective effort to explore how Cultural Studies can contribute to our struggle to persevere in a "no normal" horizon, with no clear end in sight. Together, the essays address important questions at the intersection of culture, power, politics, and public health: What are the possible outlines for the panic-pandemic complex? How has the pandemic been endowed with meanings and affective registers, often at the tipping points where existing social relations and medical understanding were being rapidly displaced by new ones? How can societies discover ways of living with, through, and against COVID that do not simply reproduce existing hierarchies and power relations? The 30 essays comprising this collection, along with the editors’ introduction, explore the formative period of the COVID pandemic, from mid-2020 to mid-2021. In this century, the world will conduct an extraordinary experiment in government. In 2050, forty percent of the planet's population will live in just four places: India, China, the European Union, and the United States. These are superstates – polities that are distinguished from normal countries by expansiveness, population, diversity, and complexity. How should superstates be governed? What must their leaders do to hold these immense polities together in the face of extraordinary strains and shocks? Alasdair Roberts looks to history for answers. Superstates, he contends, wrestle with the same problems of leadership, control, and purpose that plagued empires for centuries. But they also bear heavier burdens than empires – including the obligation to improve life for ordinary people and respect human rights. One axiom of history was that empires always died. Size and complexity led to fragility, and imperial rulers improvised constantly to put off the day of reckoning. Leaders of superstates are doing the same today, pursuing radically different strategies for governing at scale that have profound implications for democracy and human rights. History shows that there are ways to govern these sprawling and diverse polities well. But this requires a different way of thinking about the art and methods of statecraft.
