The Joint Advanced Distributed Simulation (JADS) Joint Test and Evaluation (JT & E) was chartered by the deputy director, Test, Systems Engineering and Evaluation (Test and Evaluation), Office of the Under Secretary of Defense (Acquisition and Technology) in October 1994 to investigate the utility of advanced distributed simulation (ADS) technologies for support of developmental test and evaluation (DT & E) and operational test and evaluation (OT & E). The program is Air Force led with Army and Navy participation. JADS Joint Test Force (JTF) manning currently includes 18 Air Force military, 4 Air Force civilians, 12 Army military, and 1 Navy civilian. Science Applications International Corporation and the Georgia Tech Research Institute provide contracted technical support. The program is currently scheduled to end in March 2000. The JADS JTF is directly investigating ADS applications in three slices of the test and evaluation (T & E) spectrum: the System Integration Test (SIT) which explored ADS support of air-to-air missile testing; the End-to-End (ETE) Test which is investigating ADS support for command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) testing; and the Electronic Warfare (EW) Test which is exploring ADS support for EW testing. The JTF is also chartered to observe or participate at a modest level in ADS activities sponsored and conducted by other agencies in an effort to broaden conclusions developed in the three dedicated test areas. Phase 3, the transition phase of the ETE Test, is the subject of this summary report. 3.0 ETE Test Overview The ETE Test is designed to evaluate the utility of ADS to support testing of C4ISR systems. The JADS ETE team investigated existing simulations of Joint STARS and determined that none of the existing simulations met the fidelity requirements. Northrop Grumman, the developer of the E-8C, performed the engineering and development of both a laboratory emulation of the E-8C radar subsystem and the capability to integrate the E-8C into a synthetic environment. The VSTARS is a laboratory emulation of the E-8C radar subsystem and other aircraft components which can receive synthetic targets from a DIS network and provide the stimulus to display these targets on the Advanced Technology Work Station (ATWS) or on the ground station module. The radar processor simulator and integrator (RPSI) and the air network interface unit (ANIU) are the portions of the VSTARS which are installed on the aircraft.

This report details the results of executing the V & V requirements listed within the ETE Test Activity Plan Appendix C. Venfication and Validation Plan for the ETE Test and the Phase 3 Verification and Validation Plan for the End-to-End Test 1.2 Verification and Validation Tasks The V & V tasks performed on 23 Ferumary and 13 March 1999 during Phase 3 were conducted on the T3 aircraft parked on the ramp and are described in the Phase 3 Verification and Validation Plan for the End-to-End Test. During this V & V effort it was determined that the pefformance of the satellite link could not be determined exactly until Phase 4 and the live flights. Additionally, since the radar could not be operated on the ground, it was impossible to determine if the radar processor simulator and integrator (RPSI) interfered with the radar performance. This necessitated the extension of the V & V into Phase 4 and the live flights. It was also decided that during the Phase 4 live flights, the best way to ensure the RPSI and associated interfaces functioned properly was to perform an abbreviated version of the Phase 3 V & V. There were also two V & V tasks that were either not completed or were not resolved when the Phase 2 Verification and Validation Report for the End-To-End Test was published. The results of these tasks are included in Section 5.1. of this report. V & V Process Models Within this report reference is made to steps enumerated within the Distributed Interactive Simulation (DIS) Nine Step Process Model. This model is shown as Figure 1. The process model and its accompanying Recommended Practice for Distributed Interactive Simulation -- Venfication, Validation, and Accreditation (Draft-4 November 1996) form the basis for the verification, validation and accreditation (VV & A) of the ETE Test synthetic environment (SE).
