NGOs (Non-Governmental Organizations) have emerged in both a development and aid capacity in Bangladesh, providing wide-reaching public services to the country’s population living in extreme poverty. However, resistance to and limitations of NGO-led development - which in conjunction with Bangladesh’s social transformation - led to a new religious-based NGO development practice. Looking at the role of Islamic NGOs in Bangladesh, the book investigates new forms of neoliberal governmentality supported by international donors. It discusses how this form of social regulation produces and reproduces subjectivities, particularly Muslim women subjectivity, and has combined religious and economic rationality, further complicating the boundaries and the relationship between Islam, modernity, and development. The book argues that both secular and Islamic NGOs target women in the name of empowerment but more importantly as the most reliable partners to meet their debt obligations of micro-financing schemes, including shari’a-based financing. The targeted women, in turn, experience Islamic NGOs as less coercive and more sensitive to their religious environment in the rural village community than are secular NGOs. Providing a comparative study of the role of religious and secular NGOs in the implementation of neoliberal policies and development strategies, this book will be a significant addition to research on South Asian Politics, Development Studies, Gender Studies, and Religion.

Abstract: There has been a proliferation of non-state providers of education services in the developing world. In Bangladesh, for instance, Bangladesh Rural Advancement Committee runs more than 40,000 non-formal schools that cater to school-drop outs from poor families or operate in villages where there's little provision for formal schools. This paper presents a rationale for supporting these schools on the basis of their spillover effects on female enrollment in secondary (registered) madrasa schools (Islamic faith schools). Most madrasa high schools in Bangladesh are financed by the sate and include a modern curriculum alongside traditional religious subjects. Using an establishment-level dataset on student enrollment in secondary schools and madrasas, the authors demonstrate that the presence of madrasas is positively associated with secondary female enrollment growth. Such feminization of madrasas is therefore unique and merits careful analysis. The authors test the effects of the Bangladesh Rural Advancement Committee primary schools on growth in female enrollment in madrasas. The analysis deals with potential endoegeneity by using data on number of the number of school branches and female members in the sub-district. The findings show that madrasas that are located in regions with a greater number of Bangladesh Rural Advancement Committee schools have higher growth in female enrollment. This relationship is further strengthened by the finding that there is, however, no effect of these schools on female enrollment growth in secular schools.

In the wake of 9/11 and the 'War on Terror', transnational Muslim NGOs have too often been perceived as illegitimate fronts for global militant networks such as al-Qaeda or as backers of national political parties and resistance groups in Palestine, Afghanistan and elsewhere. Yet clearly there is more to transnational Muslim NGOs. Most are legitimate providers of aid to the world's poor, although their assistance may sometimes differ substantially from that of secular NGOs in the West. Seeking to broaden our understanding of these organisations, Marie Juul Petersen explores how Muslim NGOs conceptualise their provision of aid and the role Islam plays in this. Her book not only offers insights into a new kind of NGO in the global field of aid provision; it also contributes more broadly to understanding 'public Islam' as something more and other than political Islam. Grounded in the Weberian tradition, Islam and Democracy in South Asia: The Case of Bangladesh presents a critical analysis of the complex relationship between Islam and democracy in South Asia and Bangladesh. The book posits that Islam and democracy are not necessarily incompatible, but that the former has a contributory role in the development of the latter. Islam came to Bengal largely by Sufis and missionaries through peaceful means and hence a moderate form of this religion got rooted in the society. Both militant Islam and militant secularism are equal threats to democracy and pluralism. Like democracy, political Islam has many faces. Political Islam adhering to democratic norms and practices, what the authors call “democratic Islamism,” unlike “militant Islamism,” is not anti-democratic. The book shows that the suppression of democracy and human rights creates avenues for the consolidation of militant Islamism, orthodox Islam, and “Islamic” terrorism, while the “fair play” of democracy results in the decline of anti-democratic form of political Islam.

Across the global South, poor women’s lives are embedded in their social relationships and governed not just by formal institutions – rules that exist on paper – but by informal norms and practices. Village Ties takes the reader to Bangladesh, a country that has risen from the ashes of war, natural disaster, and decades of resource drain to become a development miracle. The book argues that grassroots women’s mobilization programs can empower women to challenge informal institutions when such programs are anti-oppression, deliberative, and embedded in their communities. Qayum dives into the work of Polli Shomaj (PS), a program of the development organization BRAC to show how the women of PS negotiate with state and society to alter the rules of the game, changing how poor people access resources including safety nets, the law, and governing spaces. These women create a complex and rapidly transforming world where multiple overlapping institutions exist – formal and informal, old and new, desirable and undesirable. In actively challenging power structures around them, these women defy stereotypes of poor Muslim women as backward, subservient, oppressed, and in need of saving.
