The implementation of referenda in advance to an Olympic bid is common in Western democratic countries. In many cases, they have produced negative results, ending the aspiration of Olympic Games on the spot. Germany is no exception to this case. While recent research has predominantly investigated the possible reasons why past referenda have failed, the aim of this book is to evaluate the necessity of a referendum as a tool in the first place. Since a referendum is no formal requirement by the International Olympic Committee (IOC), its application is examined on an ethico-political level. Therefore, the advantages and disadvantages of a referendum in terms of any future German Olympic bid are analysed and discussed – from a political, civil and German Olympic Sports Confederation (DOSB) perspective. Based on the findings, this work rejects the necessity of a referendum before a German Olympic bid, as the alignment of ethico-political considerations analysed does not seem to be sufficiently pronounced in the de jure and de facto implementation of this tool.

The Olympic Games as a mega sports event attracts millions of people from all over the world. New records, fascinating performances, scandals or gigantic celebrations are just some of the attractions provided by this event. One attraction for urban planners is the fact that the Games imply opportunities to promote urban development. From an urban planning perspective, the Olympic Summer Games in Barcelona 1992 set a new standard in defining success of an event of this scale. The city used the Games to promote urban development and planning strategies, profiting from the event in a long-term perspective. Furthermore, the city took another opportunity to find again a place on the global map through the Olympic Games. The case of Barcelona is one of the mostly cited successful urban development initiatives connected with a mega sports event. Olympic Cities have taken the opportunity to promote urban development with the event very differently in the history of the Olympics. The International Olympic Committee (IOC) as the event-owner sets some requirements giving only a few cities the right to stage the event. These requirements are checked in the bidding process ending with the decision which city succeeds in getting the right of staging the event. Integrating the success of an Olympic City in terms of urban development and in terms of the bidding process, the main question from an urban planning perspective is: What is the relevance of Urban Development in the Bidding Process for Olympic Games? A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.
