This book introduces a unique, new dataset on welfare state reforms in the UK, Denmark, Finland, France and Germany from 1974 to 2014. Using a variety of welfare state types in Europe, the authors have systematically investigated core questions that have preoccupied the welfare state literature at least since the 1990s. These include the extent of path dependency in mature welfare states, the usage of so-called "invisible" policy instruments for hiding cutbacks, and the role of partisanship – on whether the ideological color of the incumbent affects policy – which have been analysed in depth by examining the new dataset presented in this book. Concentrating on trends since the 1990s it compares the similarities and differences between the two countries and analyses the degree to which social attitudes towards welfare provision, fairness, and social justice have changed. Changing Welfare States is is a major new examination of the wave of social reform that has swept across Europe over the past two decades. In a comparative fashion, it analyses reform trajectories and political destinations in an era of rapid socioeconomic restructuring, including the critical impact of the global financial crisis on welfare state futures. The book argues that the overall scope of social reform across the member states of the European Union varies widely. In some cases welfare state change has been accompanied by deep social conflicts, while in other instances unpopular social reforms received broad consent from opposition parties, trade unions and employer organizations. The analysis reveals trajectories of welfare reform in many countries that are more proactive and reconstructive than is often argued in academic research and the media. Alongside retrenchments, there have been deliberate attempts - often given impetus by intensified European (economic) integration - to rebuild social programs and institutions and thereby accommodate welfare policy repertoires to the new economic and social realities of the 21st century. Welfare state change is work in progress, leading to patchwork mixes of old and new policies and institutions, on the lookout, perhaps, for greater coherence. Unsurprisingly, that search process remains incomplete, resulting from the institutionally bounded and contingent adaptation to the challenges of economic globalization, fiscal austerity, family and gender change, adverse demography, and changing political cleavages.

Work and the Welfare State places street-level organizations at the analytic center of welfare-state politics, policy, and management. This volume offers a critical examination of efforts to change the welfare state to a workfare state by looking at on-the-ground issues in six countries: the US, UK, Australia, Denmark, Germany, and the Netherlands. An international group of scholars contribute organizational studies that shed new light on old debates about policies of workfare and activation. Peeling back the political rhetoric and technical policy jargon, these studies investigate what really goes on in the name of workfare and activation policies and what that means for the poor, unemployed, and marginalized populations subject to these policies. By adopting a street-level approach to welfare state research, Work and the Welfare State reveals the critical, yet largely hidden, role of governance and management reforms in the evolution of the global workfare project.
