This paper explores how households organize the process of e-grocery buying in a click-and-collect context, down to the level of the two main subtasks: the online ordering and the picking-up. Self-collected survey data on 112 users of Belgian click-and-collect services first provide a quantitative perspective. But we primarily exploit in- depth interviews with 15 households. Both our quantitative and qualitative findings indicate that women today are still the main responsible for grocery shopping, even in an online context. Especially the ordering is a woman's task; the collecting is more equally divided across genders. But the key result is that couples exploit the opportunities for further task division provided by e-grocery shopping. In our survey we find that in 72.5% of the couples both partners are involved in the process, but that in roughly three quarters of these cases at least one of the tasks is performed independently. In other words, many couples do it 'together alone'. Our qualitative analysis further shows that the roles of the partners have become more fixed, in that subtasks are assigned exclusively to one partner. As for the reasons behind the task allocation, we find indications of the relevance of time availability, relative resource, and gender arguments (respectively, the presence of young children, im- balances in educational status and income, and traditional roles), but also of purely pragmatic reasons.

Supermarkets offer multiple mechanisms to encourage consumers to shop online. Little is, however, available to comprehend household purchasing arrangements, processes and practices before going online. Our theoretical perspective draws on body of research covering areas such as intra-household economy and relationships, consumer decision making process, and retailing. We surmise that, due to the nature of the products/services, e-grocery shopping is, in effect, bringing new complexities for consumers which have yet to be addressed by most retailers' e-strategies. Nowadays, there is simply no single member whom is 'in sole charge of grocery shopping'. New e-grocery pre-purchase procedures should, however, be adapted to the chosen channel. These socially embedded practices should also be understood within the domestic/household context. In this paper, we present the case for a re-conceptualisation of the pre-purchase practices that surround e-grocery. Technology mediated household organisation is reviewed in the context of multiple equipment, diverse technological generations and access types, and household members' geographical locations. We then, provide a theoretical analysis in the perspective of consumers' daily life established social practices and cultural norms and routines, constrained by the repetitive aspects of grocery shopping. Household internal dynamics, coping mechanisms, the need for ever changing experiences are explored. The multifaceted aspects of information gathering and sharing are unpacked including foreseen usage of grocery in specific social circumstances (conspicuity of food consumption) and perspectives (timing, logistic, and alternatives). Critical thresholds in information processing, and household organization are identified. Strategic recommendations are then formulated and plans for future research presented.

Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems. The contributions adopt a common framework to analyse women in recession, which takes into account changes in women’s position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined — but due only to a deterioration in men’s employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Women are nevertheless reinforcing their commitment to paid work, even at this time of increasing demands on their unpaid domestic labour. Future prospects are bleak. Current policy is reinforcing the same failed mechanisms that caused the crisis in the first place and is stalling or even reversing the long term growth in social investment in support for care. This book makes the case for gender equality to be placed at the centre of any progressive plan for a route out of the crisis.

Understanding how the Papua New Guinea (PNG) agricultural economy and associated household consumption is affected by climate, market and other shocks requires attention to linkages and substitution effects across various products and the markets in which they are traded. In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. We have built the model to be flexible in order to explore different potential scenarios and then identify where and how households are most affected by an unexpected shock. The model is designed using region and country-level data sources that inform the structure of the PNG food economy, allowing for a data-driven evaluation of potential impacts on agricultural production, food prices, and food consumption. Thus, as PNG confronts different unexpected challenges within its agricultural economy, the model presented in this paper can be adapted to evaluate the potential impact and necessary response by geographic region of an unexpected economic shock on the food economy of the country. We present ten simulations modeling the effects of various shocks on PNG’s economy. The first group of scenarios consider the effects of shocks to production of specific agricultural commodities including: 1) a decrease on maize and sorghum output due to Fall Armyworm; 2) reduction in pig production due to a potential outbreak of African Swine Fever; 3) decline in sweet potato production similar to the 2015/16 El Niño Southern Oscillation (ENSO) climate shock; and 4) a decline in poultry production due to COVID-19 restrictions on domestic mobility and trade. A synopsis of this report, which focuses on the COVID-19 related shocks on the PNG economy is also available online (Diao et al., 2020).1 The second group of simulations focus on COVID-19-related changes in international prices, increased marketing costs in international and domestic trade, and reductions in urban incomes. We simulate a 1) 30 percent increase in the price of imported rice, 2) a 30 percent decrease in world prices for major PNG agricultural exports, 3) higher trade transaction costs due to restrictions on the movement of people (traders) and goods given social distancing measures of COVID-19, and 4) potential economic recession causing urban household income to fall by 10 percent. Finally, the last simulation considers the combined effect of all COVID-19 related shocks combining the above scenarios into a single simulation. A key result of the analysis is that urban households, especially the urban poor, are particularly vulnerable to shocks related to the Covid-19 pandemic. Lower economic activity in urban areas (assumed to reduce urban non-agricultural incomes by 10 percent), increases in marketing costs due to domestic trade disruptions, and 30 percent higher imported rice prices combine to lower urban incomes by almost 15 percent for both poor and non-poor urban households. Urban poor households, however, suffer the largest drop in calorie consumption - 19.8 percent, compared to a 15.8 percent decline for urban non-poor households. Rural households are much less affected by the Covid-19 related shocks modeled in these simulations. Rural household incomes, affected mainly by reduced urban demand and market disruptions, fall by only about four percent. Nonetheless, calorie consumption for the rural poor and non-poor falls by 5.5 and 4.2 percent, respectively.
