Globalizing International Theory adds to the literature on non-Western international relations (IR) theory by probing the question of what it means to globalize international theory. The book starts with the premise that international theory is unfinished, incomplete, and homogenous because it provides a limited conception of the international which, in turn, derives from its partiality that reflects its narrow Western-centric bias. The contributors argue that the IR vision of the world is projected through a polarizing Western-filtered lens. Rather than utilizing an objective set of explanatory tools for explaining world politics, the reality is that orthodox IR theory only tells us why ‘the West is best’ and why ‘the Rest should become like the West’. This means that international theory is not truly international. In provincializing Western international theory, this volume navigates beyond the Eurocentric and imperial frontier of the prevailing limited conception of the international to explore the hidden contributions to international theory which can be found in the non-Western world. Bringing in excluded, non-Western conceptions of international theory highlights a broader conception of the international. The book provides a framework for theorizing globally, exploring the fundamental problems with Western IR theory, and how to overcome them. It shows that pluralism’s typical interest in civil society, trade unionism, and transnationalism evolved as part of a wide-ranging democratic critique that representative democracies are hardly self-sustaining and are ill-equipped to represent all entitled social and political interests in international relations. This book examines security cooperation between Western states. Security cooperation occurs between Western (i.e. European and North American) states as a coping mechanism, as an imperfect substitute for integration. The book investigates the reasons for cooperation, what Aristotle called the ‘final cause’, as well as the material, formal, and efficient causes of cooperation. Such a causal explanation is based on a Critical Realist philosophy of social science. The book is also based on an embedded multiple-case study; the states studied are the United States, France, and Luxembourg. Within each state, the embedded subcases are three types of state security organizations: the armed forces, law enforcement, and intelligence agencies, which have rarely been compared in this way. Comparing different types of states and different types of state security organizations has allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorized. The empirical evidence studied includes participant observations at the North Atlantic Treaty Organization and documents such as state policy documents, annual reports by organizations, reports by parliaments and non-governmental organizations, autobiographies, books by investigative journalists, and articles by newspapers and magazines. The book is also based on a score of elite interviews with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officials, and military commanders. This book will be of much interest to students of security studies, intelligence studies, military studies and International Relations in general.
