Book Description
Teacher shortages have intensified across several OECD countries, making this an urgent priority for education systems. Between 2015 and 2022, the share of students whose principals reported shortages rose from 29% to 46.7% on average across the OECD. Simultaneously, rapid technological advances, such as artificial intelligence (AI), and broader socio-economic shifts, increase the need to support teachers in delivering quality education in evolving contexts. Addressing both the number of teachers and ensuring they possess the skills to meet new educational needs is essential for student success. This report presents a policy roadmap to help education systems balance the supply and demand for quality teaching in these changing times. Drawing on responses from 33 education systems to the Education Policy Outlook National Survey for Comparative Analysis, as well as additional evidence, the report outlines current challenges and key factors in their interplay. It also explores policy responses to attract, retain, and develop teachers, enhancing their teaching practices and professional learning. In doing so, the report aims to support countries in advancing the goals set by the 2022 OECD Declaration on Building Equitable Societies Through Education. This report is part of the Education Policy Outlook series – the OECD’s analytical observatory of education policy.

Book Description
The World Yearbook of Education 2025 analyzes teacher policies and the governance of the teaching profession in the contemporary context of major societal changes and globalizing processes. The first volume dedicated to an overview of globalized teacher policies and their implications for the status of the teaching profession across the world, this book reflects the ambition to advance the debate on the challenges and opportunities associated with the teaching profession. It recognizes that teacher policy is situated at the crossroads of three logics that have changed and become more complex due to globalization processes since the 1970s: the logic of teacher policy regulation has shifted from state-centric government toward pluriscalar global governance; the logic of employment relations has shifted to a flexibility paradigm; the logic of teacher education has shifted from the transmission of knowledge in teacher education to teachers’ lifelong learning. In line with the objective to analyze the governance of the teaching profession in the contemporary context of major societal changes and globalizing processes, this book is organized into three parts, focusing on: teacher policies as global governance and public policy; teacher labor markets, employment relations, and careers and the institutional transformations in the world of work and employment; and the reconfiguration of teachers’ work and the learning of teachers Its contributors use different methodological approaches to draw on a range of case studies and analyses of national, regional, and global patterns. A timely and important contribution to discussions of the future of the teaching profession across the world, the World Yearbook of Education 2025 is ideal reading for policymakers, the professional teaching community, researchers, graduate students, and anyone interested in education policy-related areas such as public policy, comparative education, and sociology of education.

Global education systems face an array of huge challenges, including question marks over how to remain relevant in a fast-changing world. This report Teaching for the Future: Global Engagement, Sustainability and Digital Skills outlines the challenges and key trends for teaching and schools, and sets out ambitious proposals to improve education standards to ensure learning caters to the needs of all students regardless of background. The report was used as the basis to launch discussions about the state of global education at the International Summit on the Teaching Profession held in Washington D.C., April 2023. The summit brought together education ministers, union leaders and other representatives from the teaching profession from high-performing and improving education systems to review the quality of teaching and learning across the world. Topics discussed included the future of learning and ways to radically re-imagine how education systems function in the decades to come; analysis of how to attract and support the development of high-quality teachers and teaching practices in the age of digitalisation; and ways to support the teaching of global competencies in schools, and how to promote equitable and inclusive learning environments for all.

Book Description
This volume contributes to debates about the teaching profession by reviewing international and national reports on its status, as well as on reforms of various education systems. It proposes a global approach to the quality of the teaching profession as a decisive ingredient of education quality, including a conception of its identity and a vision of its future. Moreover, it is suggested that professional self-regulation may be the best way to achieve higher professional and social status for teachers, since it allows educators collectively to assume the culture of the values that comprise the uniqueness and fullness of the teaching profession.

Book Description
Nations around the world are undertaking wide-ranging reforms to better prepare children for the higher educational demands of life and work in the 21st century. What are the skills that young people will need in a rapidly changing society, and what competencies do teachers need to effectively teach those skills? What can teacher preparation and continuing professional development do to prepare graduates to teach well in tomorrow's classroom? What are the different roles and responsibilities of upcoming school leaders, and how do countries succeed in developing these leaders? To help governments effectively address these and other key issues, the U.S. Department of Education, the OECD, and Education International brought education ministers, union leaders, and other teacher leaders together in the second International Summit on the Teaching Profession in March 2012. This publication summarizes the evidence that underpinned the summit and highlights its conclusions.
