The purpose of this component of the Rail Services Planning (RSP) Study is to analyze the potential impacts of local and regional railroads on intramodal and intermodal competition in North Dakota. A set of models is formulated in the study to project the cost of grain shipments for five combinations of railroads and modes: (1) Burlington Northern (BN) origination and termination, (2) local railroad origination with BN interchange, (3) Soo Line origination and termination, (4) Soo Line/local railroad combination, (5) motor carrier.
