This book presents the proceedings and the outcomes of the NATO Advanced Research Workshop (ARW) on Integrated Technologies for Environmental Monitoring and Information Production, which was held in Marmaris, Turkey, between September 10- 14, 200 I. With the contribution of 45 experts from 20 different countries, the ARW has provided the opportunity to resolve the basic conflicts that tend to arise between different disciplines associated with environmental data management and to promote understanding between experts on an international and multidisciplinary basis. The prevailing universal problem in environmental data management (EDM) systems is the significant incoherence between data collection procedures and the retrieval of information required by the users. This indicates the presence of problems still encountered in the realization of; (1) delineation of objectives, constraints, institutional aspects of EDM; (2) design of data collection networks; (3) statistical sampling; (4) physical sampling and presentation of data; (5) data processing and environmental databases; (6) reliability of data; (7) data analysis and transfer of data into information; and (8) data accessibility and data exchange at local, regional and global scales. Further problems stem from the lack of coherence between different disciplines involved in EDM, lack of coordination between responsible agencies on a country basis, and lack of coordination on an international level regarding the basic problems and relevant solutions that should be sought.

This book is the second edition of Environmental Monitoring using GNSS and highlights the latest developments in global navigation satellite systems (GNSS). It features a completely new title and additional chapters that present emerging challenges to environmental monitoring—“climate variability/change and food insecurity.” Since the publication of the first edition, much has changed in both the development and applications of GNSS, a satellite microwave remote sensing technique. It is the first tool to span all four dimensions of relevance to humans (position, navigation, timing and the environment), and it has widely been used for positioning (both by military and civilians), navigation and timing. Its increasing use is leading to a new era of remote sensing that is now revolutionizing the art of monitoring our environment in ways never imagined before. On the one hand, nearly all GNSS satellites (Global Positioning System (GPS), Global Navigation Satellite System (GLONASS), Galileo and Beidou) have become operational, thereby providing high-precision, continuous, all-weather and near real- time remote sensing multi-signals beneficial to environmental monitoring. On the other hand, the emerging challenges of precisely monitoring climate change and the demand for the production of sufficient food for ever-increasing populations are pushing traditional monitoring methods to their limits. In this regard, refracted GNSS signals (i.e., occulted GNSS signals or GNSS meteorology) are now emerging as sensors of climate variability, while the reflected signals (GNSS reflectometry or GNSS-R) are increasingly finding applications in determining, e.g., soil moisture content, ice and snow thickness, ocean heights, and wind speed and direction, among others. Furthermore, the increasing recognition and application of GNSS-supported unmanned aircraft vehicles (UAV)/drones in agriculture (e.g., through the determination of water holding capacity of soil) highlights the new challenges facing GNSS. As such, this new edition three new chapters address GNSS reflectometry and applications; GNSS sensing of climate variability; and the applications in UAV/drones. The Environmental Monitoring and Assessment Program was created by EPA to develop the capability for tracking the changing conditions of our natural resources and to give environmental policy the advantages ofa sound scientific understanding of trends. Former EPA Administrators recognized early that contemporary monitoring programs could not even quantify simple unknowns like the number of lakes suffering from acid rain, let along determine if national control policies were benefiting these lakes. Today, adding to acidification impacts are truly complex problems such as determining the effects of climate change, of increases in ultraviolet light, toxic chemicals, eutrophication and critical habitat loss. Also today, the Government Performance and Results Act seeks to have agencies develop performance standards based on results rather than simply on levels of programmatic activities. The charge to EMAP of ecosystems is, therefore, the same today as it was a with respect to measuring the condition decade ago. We welcome the increasing urgency for sound scientific monitoring methods and data by efforts to protect and improve the environment. Systematic nationwide monitoring of natural resources is more than anyone program can accomplish, however. In an era of declining budgets, it is crucial that monitoring programs at all levels of government coordinate and share environmental data. EMAP resources are dwarfed by the more than $500 million spent on federal monitoring activities each year.
