Between 1989 and 1992 three colloquia on transformation problems were held at the Ludwig-Reimers-Stiftung, Bad Homburg. At the end of the 1980s the collapse of the Soviet-type socialist economic system had become clear and, hence, the necessity to transform these systems into an entirely different eco nomic order. Similar processes have happened and still happen in other his torical constellations, for instance in developing countries. It has been the aim of the Transformation Colloquium to gain more theoretical insight into these phenomena. The object of research has been transformation defined as transition from a given economic order (socialist planned economy e.g.) to a consistent new or der (market economy). This is a highly complex phenomenon which occurred, above all, during the 20th century: introduction and abolition of socialist sys tems, transition from war economies to peace-time market economies. Histori cal experience allows perhaps for certain generalizing abstractions. The central problem discussed at all (up to now) three colloquia is the question whether the object is amenable for theoretical analysis and which approaches eventually are promising.

In the confrontation between the two main economic systems that has marked the twentieth century, capitalism has been declared the winner–by default– over its adversary, socialism. Today, establishing a market economy has become the primary goal of the formerly socialist countries. The history of economic reform helps explain this remarkable turning point. Since the 1990s, neo-institutionalists have posited that 'institutions matter'. However, they overlook one important issue: the ways institutions change also matters. Numerous academic studies have identified 'good' and 'bad' institutions, but little has been written about effective methods of transforming 'bad' institutions so that they enhance economic performance. To fill this gap, this book reframes the approach of neo-institutional economics to analyze institutions' role and evolution, focusing on the interaction between the household registration (hukou) system evolution and economic transformation.The authors apply an endogenous and dynamic perspective. First, the theory of endogenous institutional change illustrates how the drivers of hukou system evolution differ in the pre-reform and reform eras. Second, the theory of adaptive efficiency evaluates the evolution of the system's institutional efficiency. Finally, the authors were able to test the impact of the hukou reform on urban economic growth by examining local experimentation, helping explain the current 'stickiness' of the system.At the heart of hukou reform lies the question of how to deal with the link between hukou and welfare provision. This book will offer policymakers a better understanding of institutional change in dynamic economic contexts, helping them enhance economic performance.

This book analyzes the political-economic implications of system transformation as experienced now in Central and Eastern Europe and in China.
