This report investigates the institutional barriers in Ohio to deploying innovations involving Intelligent Transportation Systems (ITS) that affect commercial vehicle operations (CVO). The investigation is limited to those innovations concerned with transparent borders and safety inspections. The study is divided into three phases. Phase I describes the responsibilities of the Ohio agencies that issue and enforce credentials allowing interstate carriers to operate in Ohio and of those agencies that conduct driver and vehicle safety inspections. Phase II documents the desirability and potential institutional barriers to a small set of CVO innovations. Phase III analyzes the results of a written survey of Ohio-based motor carriers.
