Abstract: In spite of the fact that per capita income is rising in India (up to 1977) the consumption of foodgrain has dropped. Two sets of data were analyzed to explain the discrepancy: National Sample Survey expenditure and consumption data and the Indian Ministry of Agriculture's estimates of availability and production. Data cover production area, fertilizer use, irrigation, availability, consumption, changing economic patterns, geographic differences, production potential, and consumer prices. Possible explanations are data deficiencies, inbalance of consumption by geographic or economic groups, or an increasein savings to income level.

This book examines the risks involved in agriculture from the farmer’s perspective. It investigates the issues that concern farmers the most like why farmers are not increasing the acreage allotted to pulses despite major increases in the price. Primarily based on focused group discussions (FGDs) and individual interviews, it also analyzes the productivity levels for 18 crops using data from eleven districts in several Indian states. The main risks that farmers face can be divided into two categories—production risks and price risks – and fluctuations in either one can lead to uncertainty in terms of revenues, and at times to considerable losses. Studies show that the economic reforms have slowed down the foodgrain production in India. This sluggish farm sector growth during 1990s is a constraint to sustaining high rates of overall economic growth as well as employment and income growth. Study by Panagariya (2004) has claimed the low variability in agricultural production during the post reform period, but Viramani (2004) and Rakshit (2004) have questioned this. The present book analyses the growth and instability performance of foodgrain and non-foodgrain crops during the pre- and post- reform period in India. Agricultural performance has an economy-wide impact and this performance has to be examined at a disaggregate level in a large agro-climatically diverse agrarian economy like India, so state-wise analysis of agricultural growth and instability performance is carried out. The study found the slowdown in foodgrain output growth during the post - reform period at all-India level.

The major grain producing nations are moving toward the reduction of domestic and export subsidies to agriculture. The grain importing nations are reducing import barriers. As world markets evolve, grain will tend to be produced in areas that have a comparative advantage in grain production. Over time, production will shift to least-cost areas. Moving toward market orientation during the 1980's, the United States sharply modified its grain policy so that nonrecourse loans are no longer used as price enhancement devices. The loan rates are established at a percentage below the moving average price and now provide a safety net for prices when aggregate output is much larger than normal in relation to demand. This change tends to remove the United States from its long-term role as residual supplier to the world markets. U.S. grains are more likely to be priced competitively, and stocks are unlikely to accumulate in government storage.
