The term Innovative Green Public Procurement (IGGP) comprise all public procurement activities, which seek to stimulate eco-innovation through demands and interaction with suppliers and other stakeholders with the purpose of improving the environmental performance of products and services. The eco-innovative potentials for three selected product groups are investigated through desk studies and a series of interviews with key stakeholders in the Nordic countries. The purpose was to form a picture of the potential benefits that can be achieved in the Nordic countries through IGPP. The report includes: - Identification of the eco-innovative potential of each product group - Relevant incentives for stimulating eco-innovation through public procurement - Barriers for exploiting the eco-innovation potential - Input to strategies for innovative green public procurement.

The purpose of this study was to clear out how Green Public Procurement has been realized in state framework contracts in the Nordic countries, to propose country-specific ways to improve the situation, and to draw a general model of efficient ways to realize green state framework contracts. The study was carried through in 2014 and 2015 by Bjørn Bauer and Rikke Fischer-Bogason (PlanMiljø, Denmark), Luitzen de Boer and Sigurd Vildåsen (Norwegian University of Science and Technology), and Timo Kivistö (Kivistö Consulting, Finland). The study was supervised by the Working Group of Nordic Council of Ministers for Sustainable Consumption and Production (i.e. HKP-group). In addition to this Full Report, the project has also resulted in a short Summary Report and a power point presentation (slides), including the key findings and conclusions.

The report provides an overview of the hazardous additives currently used in the plastic components of EEE, drawing on information available from legislation and supporting studies, research and academia, NGOs and market actors. The results presented here build upon input collected though a literature study, a policy analysis of EU and Nordic legislation and initiatives, interviews with experts across the value chain and an expert workshop. Together these inputs were used to assess and qualify possible future actions in the Nordic countries to minimise hazardous chemicals in plastic components of EEE.

Green Public Procurement, GPP, can be an important driver of green transition – and must be dealt with accordingly. All five Nordic countries have established framework contracts at state level and have allocated the responsibility for the State Framework Contracts (SFC) to certain organisations: • Denmark: Moderniseringsstyrelsen and SKI • Finland: Hansel Ltd • Iceland: Rikiskaup • Sweden: Kammarkollegiet • Norway: DiFi, HINAS. The roles of these units differ, partly due to differences in the overall national structure. In 2018 the Nordic Council of Ministers published a report urging more Nordic cooperation on environment and climate. The report proposes 12 recommendations, whereof more active sharing of knowledge and experience with green public procurement. The aim of this project was to develop cooperation between large Nordic cities in the form of a public buyer's network. The network was to conduct market dialogues on a selected area and promote environmental solutions. Gathering public contracting authorities with the same need and then challenge the market together is an effective way to create a larger market for newly developed solutions. The topic has been to work towards zero emission delivery of goods. From 2019 until the autumn of 2021 there have been various activities which you can read about in this report.
