Book Description
Do the traditional tools of governance make sense in the decidedly nontraditional political entity that is the European Union? Or are the realities of the unique EU system generating new, and sometimes eclectic approaches to policymaking? Responding to these questions, Innovative Governance in the European Union explores the emergence and development of governance approaches in a wide range of policy areas. The book's strong conceptual framework coupled with extensive empirical studies allows systematic comparison across EU policy areas. It also sheds light on the politics of policymaking in the context of the incentives and constraints set by the EU's institutional structure. Taken as a whole, it provides a comprehensive and authoritative overview of the forms of governance now emerging in the European Union.

It examines the impact of European Union’s policies on the urban agenda and on local governance, and the impact of the transition to democracy in Central and in Southern Europe on local self-government systems. The book is divided into three parts: i) Crisis, Reform and Innovation in Local Government; ii) EU Policies, the Urban Agenda and Local Governance; and iii) Citizen Participation in Local Government. Providing an extensive and updated overview of key challenges in the governance of cities in Europe, the book will be of interest to students and researchers in the broader field of urban studies, and for policy-makers, especially those engaged in urban governance in European countries. /div

Book Description
The book provides a critical overview of innovation policy in Europe and a synopsis of the current institutional framework of Europe shaped after the Europe2020 strategy and in view of the upcoming Horizon2020 agenda. What emerges is a rather gloomy outlook for the future of Europe's innovation, unless EU institutions and Member States will decide to streamline existing policies and build a "layered" model of innovation, in which governments act as investors in key enabling infrastructure such as ICT and education; as enablers of large technology markets where researchers and entrepreneurs can meet; and as purchasers of innovation when key societal challenges are at stake. The book contains proposals for the future innovation strategy of the EU and a specific analysis of areas such as the unitary patent, the transfer of technology (particularly as far as climate-related technologies and IP markets are concerned), standardization, and the digital agenda.

Book Description
The European Union is the world’s most advanced international organization, presiding over a level of legal and economic integration unmatched in global politics. To explain this achievement, many observers point to its formal rules that entail strong obligations and delegate substantial power to supranational actors such as the European Commission. This legalistic view, Mareike Kleine contends, is misleading. More often than not, governments and bureaucrats informally depart from the formal rules and thereby contradict their very purpose. Behind the EU’s front of formal rules lies a thick network of informal governance practices. If not the EU’s rules, what accounts for the high level of economic integration among its members? How does the EU really work? In answering these questions, Kleine proposes a new way of thinking about international organizations. Informal governance affords governments the flexibility to resolve conflicts that adherence to EU rules may generate at the domestic level. By dispersing the costs that integration may impose on individual groups, it allows governments to keep domestic interests aligned in favor of European integration. The combination of formal rules and informal governance therefore sustains a level of cooperation that neither regime alone permits, and it reduces the EU’s democratic deficit by including those interests into deliberations that are most immediately affected by its decisions. In illustrating informal norms and testing how they work, Kleine provides the first systematic analysis, based on new material from national and European archives and other primary data, of the parallel development of the formal rules and informal norms that have governed the EU from the 1958 Treaty of Rome until today.

Book Description
The purpose of this ground-breaking book is to inspire the principle of innovation as a permeating program for Europe’s societies. After demonstrating early success from the realization of a single market and single currency, the European cooperation process is falling short of delivering much needed results in policy areas which are key for sustainable economic growth and employment, notably innovation policy. Written by authors involved in an independent tripartite High Level Group on EU innovation policy management, Revolutionising EU Innovation Policy analyses the principle causes and offers solutions in order to increase both efficacy and democratic accountability. Presenting the benefits of an overarching innovation policy, the authors draw attention to issues that have been overlooked by research and technology based approaches to innovation, for example culture and education. Importantly, the book examines the interplay between EU innovation policies and the demands of businesses, enterprises, and social and political organizations to fully deploy their innovation potential.

Book Description
This book examines the efforts of the European Union, both past and ongoing, to harness the socio-economic potential of the internet in public policy-making. In order to achieve this, the author delves into the interactions between actors in the process of EU decision-making, using an outlook which focuses on how both multi-level and experimentalist governance can provide solutions for digital policy governance. The book also addresses the involvement of local and regional authorities in digital policy-making, both in how they endorse decisions made at the EU level, and in how they contribute directly to digital policy-making in their own localities.
