Un accès fiable à l’électricité est un impératif pour toute économie moderne. La révolution numérique en fait davantage une exigence cruciale. Et pourtant, le taux d’accès à l’électricité en Afrique subsaharienne reste substantiellement faible. Les ménages et les entreprises sont confrontés à des problèmes de fiabilité et les coûts d’accès et d’usage sont parmi les plus élevés au monde. Cette situation constitue une contrainte majeure pour l’activité économique, la pénétration des nouvelles technologies de l’information, la qualité du service publique et le bien-être social. L’essentiel des efforts visant à garantir la fiabilité du service et à optimiser les coûts s’est focalisé sur l’atténuation des problèmes liés à l’offre. L’offre se caractérise en effet par des investissements inadéquats dans l’entretien des infrastructures entrainant des pertes techniques et financières importantes. Les échanges inter-Etats en matière d’énergie, qui éventuellement pourraient réduire les coûts liés à l’offre demeurent très faibles. Au-delà de l’offre, les contraintes liées à la demande sont parfois beaucoup plus sévères. Alors que la volonté de souscrire au service reste assez faible dans la plupart des communautés, le niveau d’utilisation ne s’est considérablement pas amélioré pour les ménages connectés au réseau. Une croissance de la consommation de l’électricité pourrait dès lors stimuler de nouveaux investissements et progressivement palier au déficit d’accès. Comment y parvenir ? Le livre Accès à l’electricité en Afrique subsaharienne démontre la pertinence d’aborder cette problématique principalement sous l’angle de la pauvreté et du manque d’opportunités plutôt que dans la perspective d’un défi lié à l’accès à l’énergie. L’objectif principal est de permettre non seulement aux ménages et aux entreprises d’avoir un accès fiable à l’électricité et les moyens d’en utiliser, mais surtout de faire en sorte que les compagnies d’électricité puissent recouvrer les coûts de production et de faire du profit. La solution est un mix complexe de facteurs financiers, politiques et géographiques. Le livre recommande que les décideurs adoptent une approche plus globale en mettant l’accent sur les objectifs de développement de long-terme et en se focalisant sur l’usage productif. Cette approche nécessite d’accorder plus d’importance aux problèmes de fiabilité et de systématiquement penser aux facteurs complémentaires nécessaires pour faciliter la promotion des activités génératrices de revenus.

Hughes. Cet ouvrage, rapidement devenu une référence incontournable, constitue une étape essentielle dans l'historiographie consacrée à l'histoire de l'électricité. Une quinzaine de spécialistes des États-Unis et d'Europe ont fait le lien entre leurs recherches et les théories de Hughes. Le choix des thèmes respectait les sujets abordés dans Networks of Power, tout en donnant entière liberté aux participants sur la façon de les traiter. Les concepts utilisés par le chercheur américain ont beaucoup retenu l'attention, et notamment ceux de " système ", de " momentum technologique " et de " reverse salient ". En même temps, afin de ne pas limiter l'analyse de l'industrie électrique à ses seuls aspects techniques, plusieurs auteurs l'ont abordée sous l'angle des réseaux humains, managériaux ou financiers. Certains ont réexaminé les thèses de Hughes à partir des notions bien actuelles de régulation et de dérégulation. Enfin, les mêmes thèses ont été analysées à la lumière des liens complexes qu'entretiennent l'électricité et la culture. La publication des articles issus de ce colloque est non seulement un hommage rendu au grand historien américain Thomas P. Le processus d'intégration européenne a été interconnecté avec science et technologie seulement apparemment au cours de la dernière décennie. Au contraire, dès les années 1950 les États membres de la CEE et ses potentiels candidats ont été engagés dans différents projets et tentatives de coopération dans les secteurs de la science et la technologie. Les gouvernements nationaux non seulement choisirent la voie intergouvernementale, mais ils essayèrent de profiter du cadre communautaire. Ces tentatives ont produit d'autres projets débattus au niveau de la CEE sur la standardisation de l'automobile ou sur l'énergie nucléaire et les solutions à crise pétrolière, la coopération européenne a été expérimentée avec succès dans d'autres secteurs mais non seulement dans le « berceau » communautaire, tels que l'aéronautique ou les réseaux électriques. Ces expériences et débats sur la construction européenne techno-scientifique ont été confrontés à la compétition transatlantique, et même à celle intra-européenne. En tous cas, comme les plus récents développements semblent prouver, l'Union européenne est destinée à jouer un rôle d'innovateur technologique. Grâce à une approche historique transnationale et interdisciplinaire, serions-nous capables de suggérer quel rôle, et selon quelles trajectoires ? Ostensibly the European integration process has been interconnected with science and technology only in the last decade. On the other hand, since the 1950s EEC member states and would-be members have been engaged in several projects and attempts to cooperate in science and technology. National governments not only chose the intergovernmental way, but also they tried to take advantage of the communitarian framework. These attempts produced some successes inside the EEC including the European Commission's framework programme. Appart from some projects discussed at EEC level on automobile standardisation, nuclear energy and supplies during oil crisis, European cooperation in aircraft or electric power was successfully experimented but outside the communitarian networks. These experiences and debates on a European techno-scientific construction encountered competition from across the Atlantic as well as within Europe. As the most recent developments seem to prove, the European Union has to play a role of technological innovator. Thanks to a transnational and interdisciplinary historical approach, are we able to suggest which role, and by which trends?
