"The Marine Corps has relied heavily on the Marine Corps Reserve during the Long War. Of particular note, 7,653 members of the Marine Corps' Individual Ready Reserve (IRR), which is the largest component of the Marine Corps Reserve, were activated since 2001 and represent an essential element of mission accomplishment. An analysis of the Marine Corps' management of the IRR reveals that institutional management and resources are lacking and without significant changes the Marine Corps will struggle to meet the staffing needs of the Total Force (TF). IRR Marines are dispersed around the world and some are not aware of their on-going military service Obligation (MSO). In addition to waning volunteer rates, persistent issues are the ability to locate Marines, and maintaining medical qualification for mobilization. The Marine Corps must make a decision as to how the IRR fits into the operational reserve construct. This paper offers 11 prioritized recommendations, culminating with a comprehensive Marine Corps Order, which are designed to enhance the IRR force management strategy."--Abstract.
