The Soviet Union was one of the most secretive states that ever existed. Defended by a complex apparatus of rules and checks administered by the secret police, the Soviet state had seemingly unprecedented capabilities based on its near monopoly of productive capital, monolithic authority, and secretive decision making. But behind the scenes, Soviet secrecy was double-edged: it raised transaction costs, incentivized indecision, compromised the effectiveness of government officials, eroded citizens' trust in institutions and in each other, and led to a secretive society and an uninformed elite. The result is what this book calls the secrecy/capacity tradeoff: a bargain in which the Soviet state accepted the reduction of state capacity as the cost of ensuring its own survival. This book is the first comprehensive, analytical, multi-faceted history of Soviet secrecy in the English language. Harrison combines quantitative and qualitative evidence to evaluate the impact of secrecy on Soviet state capacity from the 1917 Bolshevik Revolution to the collapse of the Soviet Union in 1991. Based on multiple years of research in once-secret Soviet-era archives, this book addresses two gaps in history and social science: one the core role of secrecy in building and stabilizing the communist states of the twentieth century; the other the corrosive effects of secrecy on the capabilities of authoritarian states.

Will the increased economic connectivity across the Eurasian supercontinent transform Europe into the western peninsula of Greater Eurasia? The unipolar era entailed the US organising the two other major economic regions of the world, Europe and Asia, under US leadership. The rise of “the rest”, primarily Asia with China at the centre, has ended the unipolar era and even 500-years of Western dominance. China and Russia are leading efforts to integrate Europe and Asia into one large region. The Greater Eurasian region is constructed with three categories of economic connectivity – strategic industries built on new and disruptive technologies; physical connectivity with bimodal transportation corridors; and financial connectivity with new development banks, trading currencies and payments systems. China strives for geoeconomic leadership by replacing the US leadership position, while Russia endeavours to reposition itself from the dual periphery of Europe and Asia to the centre of a grand Eurasian geoeconomic constellation. Europe, positioned between the trans-Atlantic region and Greater Eurasia, has to adapt to the new international distribution of power to preserve its strategic autonomy.

Eurasia, wherever one draws the boundaries, is very much at the centre of discussions about today’s world. Security across Eurasia is a global concern and has been subject to a range of discussions and debate. However, the current tensions over security and world order, with the growing challenges from Eurasia and Asia, require more intense scrutiny. The goals of the book are to explore the challenges facing the region and to assess how to achieve economic, social and political stability in the Eurasian core. The book’s chapters are written by prominent experts in the field, and together contribute to the continuing debate by providing policy advice for managing crises in the region. Conflicts inevitably arise in the Eurasian space as global powers, regional powers and individual states jockey for positions and influence. These conflicts need not reach a crisis state provided the foundations of conflict, and the surrounding frameworks, can be better understood. To do this, it is necessary to examine the issue of security in Eurasia from a multi-dimensional perspective that challenges any and all assumptions about Eurasia and global order. This volume has two overarching goals. The first is to come to a better understanding of key security threats in the Eurasian region from a multi-dimensional – social, political, economic and institutional - perspective. The second is to discuss policies directed to increase mutual security in and around the Eurasian core. Although the crisis of security affects the whole continent, the area covered by the former Soviet Union and its neighborhood is at the epicenter of the current crisis. On the one side, the Atlantic community is consolidating and extending. On the other, various ‘greater Asia’ ideas are in the making. Evans and Lars Lundgren trace how satellite communications infrastructure was imagined, negotiated, and built across the Earth’s surface, including across the Iron Curtain. While the United States’ and European countries’ roles in satellite communications are well documented, Evans and Lundgren delve deep into the role the Soviet Union and other socialist countries played in shaping the infrastructure of satellite communications technology in its first two decades. Departing from the Cold War binary and the competitive framework that has animated much of space historiography and telecommunications history, No Heavenly Bodies focuses instead on interaction, cooperation, and mutual influence across the Cold War divide. Although the Russian Empire has traditionally been viewed as a European borderland, most of its territory was actually situated in Asia. Imperial power was huge but often suffered from a lack of enough information and resources to rule its culturally diverse subjects, and asymmetric relations between state and society combined with flexible strategies of local actors sometimes produced unexpected results. In Asiatic Russia, an international team of scholars explores the interactions between power and people in Central Asia, Siberia, the Volga-Urals, and the Caucasus from the 18th to the early 20th centuries, drawing on a wealth of Russian archival materials and Turkic, Persian, and Tibetan sources. The variety of topics discussed in the book includes the Russian idea of a "civilizing mission," the system of governor-generalships, imperial geography and demography, roles of Muslim and Buddhist networks in imperial rule and foreign policy, social change in the Russian Protectorate of Bukhara, Muslim reformist and national movements.
