The independent variable was the political skills in terms of social astuteness, interpersonal influence, networking ability and apparent sincerity, while the dependent variable was the organizational culture with the indicators managing change, achieving goals, coordinated teamwork, customer orientation, and cultural strength. The respondents of the study were the 266 elementary teachers of Maragusan District, Division of Compostela Valley. Universal sampling method was used. The study was quantitative non-experimental, using the correlational technique. An adapted-modified questionnaire was used in gathering data. The Mean, Pearson-r and Regression Analysis were the statistical tools used. The culture of an organization plays a very important role in the realization of its goals and programs. Amidst the diversity of the backgrounds, beliefs and cultures of the different individuals, leaders are the prime initiators of placing things in order. It is inevitable that organizations face challenges, both from the internal and external environment that organizations have to embrace. However, in the organizational culture, there are situations that the members of an organization are in conflict, leading to the display of anger in the public and even shouting at each other which destroy the unity and team work of the members. This organizational conflict as to the culture of the individuals should be taken into consideration by the leaders.

This quantitative, non-experimental study was conducted to determine whether there is a link between the principal's behavioral agility, the organization's culture, and school performance as defined by the state's Value Added Measure (VAM). Additionally, this study examined if there was a moderator influence of contextual factors to behavioral agility and school culture and school culture and school performance. Data collection was obtained through the use of two validated scales, the Strategic Leadership Questionnaire (SLQ) and the Organizational Culture Assessment Instrument (OCAI). Multiple regression was conducted to determine the extent each independent variable predicts school performance. Hayes's (2012) PROCESS macro for SPSS was completed to determine if school culture mediated the relationship between behavioral agility and school performance and school culture and school performance. Significant correlations were found between and within the two instruments measured unidimensionally and multidimensionally. The OCAI findings included significant, high effect correlations with the four culture types, although market was not correlated with clan or adhocracy. All subscales of the SLQ had positive significant correlations within the instrument. School size was significantly negatively correlated with clan and adhocracy culture types. School performance was found to be significantly correlated with hierarchy culture type and school level. The contribution this study makes is both theoretical and practical. Theoretically, this study offers insights into school level and its moderation of culture and school performances as well as the influence culture types have on school performance. Practically, the study could identify a new culture type valuable to principals for improving school performance.

"This dissertation is a study of how two elementary principals work within their school, assess the culture, and implement change. It is situated within the body of current research on school culture and change, but makes a unique contribution because it gives first hand accounts of leaders at the elementary level as they implement change in particular settings. The experiences of the subjects in this dissertation will assist other administrators as they take on the challenge of school leadership. This study contributes to those seeking to create positive change in settings in which they are in charge by giving concrete examples of principal leaders working within the culture and setting of their respective schools. My research interest involves how principals understand and work within the school culture. An additional area of interest is the process an effective leader uses as he or she enters a situation, assesses the positive and negative qualities of the setting, and goes about making changes based on his or her leadership behaviors. An elementary school principal in a newly assigned school or an administrator in a long held position must assess the culture of the school, work within and understand the culture, and make appropriate changes related to his or her leadership attributes and vision for the school. Based on an extensive review of literature and the focus on school culture and change, there are several research questions that this study addresses. The central research questions are: How do principals assess the culture of their school? How do principals plan and implement change? What leadership thoughts and practices aid in leading change conducive to improving teaching and learning? And what forms of community currently exist and are evolving? The study informs school administrators that value the significance of culture in their school and strive to build a sense of community among their students and staff. Although the subjects and focus of the dissertation are practicing in elementary schools, the concepts of school culture, the change process, and community addressed in the research also apply to administrators at the secondary level.
