This experts' meeting was the second one held for the purpose of developing an improved treaty for international registration of industrial designs. It would centralize and simplify the administrative design registration process of obtaining design registration in member countries. The Hague Agreement (1960 text), administered by WIPO, serves this function for 20 member countries, but it has limitations that prevent wider membership. One purpose of this report is use as a working document by U.S. organizations preparing for the third meeting of experts. Another use is to publicize information about the second meeting of experts. This introduction contains background information on the draft treaty, including an explanation of how the draft treat system would operate, from the point of view of U.S. design owners. Relevant sections from the draft treaty (DT) and the second meeting report (R) are cited with each topic discussed in the following text of the article.
