Governments commonly use SEZ policies to develop and diversify exports, create jobs and launch technology/knowledge sharing. The industrial cluster concept is based on the significance of rivalry and supplier net- works within the cluster, the combination of geographical specificities and government policies that lead to innovation and productivity growth. This study reveals that in Russia the government's approach in developing these initiatives has strongly interfered with business activities and prevented the vital competitive and collaborative behavior of firms within these economic zones.

This paper investigates the process of developing and implementing special economic zones (SEZs) and industrial parks (IPs) in Russia. Russian government used these initiatives to develop and diversify exports, increase employment, attract foreign direct investment (FDI), and launch technology and knowledge sharing processes. The neoclassical approach, political economy approach, heterodox school, and industrial cluster model have been relied on to evaluate the role of the state in the implementation of these initiatives and identify essential factors for sustainable development. This study reveals that government approach in developing SEZs and IPs implied high state interference into the business processes preventing healthy competition and collaboration within the economic zones. Also, lack of funding, political instability and overall business uncertainty were the main prevent factors for the sustainable growth of the economic zones. The paper suggests that for the development of SEZs and IPs in the Russian context, the important factors are personal networks between private investors, regional managers and federal government, as well as appropriate state regulations and general investment climate of the country.

The Soviet Union predetermined Russia's economic activity's location patterns. While the main forms of industry organization were territorial production complexes (TPC) - networks of industrial organizations united by a single technological process, -switch to the market economy in the early 90s destroyed economic ties within the TPC, leading to fragmentation of large enterprises and formation of a number of independent firms. Some scientists believe that this situation over the last 20 years could serve as a necessary foundation for clusters' formation. Nowadays interest in clusters in Russia is rekindled due to the need to find new support mechanisms for production and innovation in a stagnating economy. The Ministry of Economic Development of the Russian Federation has initiated a project to support pilot territorial innovation clusters with infrastructure formation funding. The aim of this work is to identify clusters as areas of geographical concentration of small and medium enterprises (SMEs) in high technology sector. Authors also try to check, whether existing cluster initiatives comply with the actual concentration of high-tech SMEs and whether there is any potential for new cluster initiatives. The present paper analysis exploits modified methodology, based on localization index. The study provides tables and maps, reflecting small and medium businesses concentration in Russian regions using evidence from high and medium-high technology industries. The authors empirically confirm the existence of traditional and well-known clusters and identify new concentrations of firms in Russia. This useful information can be used for policy advice.

In this paper the correlation between the cluster concept and the concept of territorial-industrial complex (TIC) is discussed. The cluster has been attracting a special attention of scholars and policymakers since almost 15 years due to considerable contribution of its theoretical results to raising national and regional competitiveness. The concept of TICs were elaborated by Soviet regional economists and economic geographers in 1920-1980s that realised the idea of optimisation of industrial production within a certain territory in the planning economy according to its endowments of natural and labour resources. An analytical framework is used to compare these two approaches: we distinguish three main schools of the competitiveness theory and identify a system of main competitiveness factors with spatial forms of R&D and production organisation that form regional innovation systems as a basis of national competitiveness. This paper argues that the cluster concept and the concept of TICs differ fundamentally at least in seven criteria though, at first sight, they seem to be similar theoretical construction. A particular attention is paid to the development of clusters in Russia as a one of key elements of regional innovation systems and their interaction with TICs. Finally, a classification of spatial forms of R&D and production organisation with two dimensions is proposed.
