While US-centred bilateralism and ASEAN-led multilateralism have largely dominated the post-Cold War regional security architecture in the Indo-Pacific, increasing doubts about their effectiveness have resulted in countries turning to alternative forms of cooperation, such as minilateral arrangements. Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the case of the latter, there has been a revival of the Quadrilateral Security Dialogue in 2017—involving the US, Australia, Japan and India. In The End of Pax Americana, Naoki Sakai focuses on U.S. hegemony's long history in East Asia and the effects of its decline on contemporary conceptions of internationality. Engaging with themes of nationality in conjunction with internationality, the civilizational construction of differences between East and West, and empire and decolonization, Sakai focuses on the formation of a nationalism of hikikomori, or “reclusive withdrawal”—Japan’s increasingly inward-looking tendency since the late 1990s, named for the phenomenon of the nation’s young people sequestering themselves from public life. Sakai argues that the exhaustion of Pax Americana and the post--World War II international order—under which Taiwan, South Korea, Hong Kong, and China experienced rapid modernization through consumer capitalism and a media revolution—signals neither the “decline of the West” nor the rise of the East, but, rather a dislocation and decentering of European and North American political, economic, diplomatic, and intellectual influence. This decentering is symbolized by the sense of the loss of old colonial empires such as those of Japan, Britain, and the United States.

D. R. Howland explores China’s representations of Japan in the changing world of the late nineteenth century and, in so doing, examines the cultural and social borders between the two neighbors. Looking at Chinese accounts of Japan written during the 1870s and 1880s, he undertakes an unprecedented analysis of the main genres the Chinese used to portray Japan—the travel diary, poetry, and the geographical treatise. In his discussion of the practice of “brushtalk,” in which Chinese scholars communicated with the Japanese by exchanging ideographs, Howland further shows how the Chinese viewed the communication of their language and its dominant modes—history and poetry—as the textual and cultural basis of a shared civilization between the two societies. With Japan’s decision in the 1870s to modernize and westernize, China’s relationship with Japan underwent a crucial change—one that resulted in its decisive separation from Chinese civilization and, according to Howland, a destabilization of China’s worldview. His examination of the ways in which Chinese perceptions of Japan altered in the 1880s reveals the crucial choice faced by the Chinese of whether to interact with Japan as “kin,” based on geographical proximity and the existence of common cultural threads, or as a “barbarian,” an alien force molded by European influence. By probing China’s poetic and expository modes of portraying Japan, Borders of Chinese Civilization exposes the changing world of the nineteenth century and China’s comprehension of it. This broadly appealing work will engage scholars in the fields of Asian studies, Chinese literature, history, and geography, as well as those interested in theoretical reflections on travel or modernism.
