Fundamental to the exercise of this sovereignty is the ability of Indian Tribes to administer justice on tribal lands. Our commit tee and the Congress has affirmed the rights of Indian Tribes to exercise jurisdiction over all Indians through the passage of legisla tion overturning Duro vs. Reina. The United States clearly has a trust responsibility to ensure that tribal justice systems are properly funded and provided with the proper technical assistance.
