She explores how one key regional power, Australia, has repeatedly developed a strong relationship with a rising power while simultaneously preserving its alliance with a dominant global power. Far from being a ‘dependent ally’ that simply follows the policies of its great and powerful friends, Australia has consistently developed and pursued an independent foreign policy toward those great powers that have played an important role in shaping its destiny. Australia has always been reliant on 'great and powerful friends' for its sense of national security and for direction on its foreign policy—first on the British Empire and now on the United States. Australia has actively pursued a policy of strategic dependence, believing that making a grand bargain with a powerful ally was the best policy to ensure its security and prosperity. Dangerous Allies examines Australia's history of strategic dependence and questions the continuation of this position. It argues that international circumstances, in the world and in the Western Pacific especially, now make such a policy highly questionable. Since the fall of the Soviet Union, the United States has also changed dramatically, making it less relevant to Australia and a less appropriate ally on which Australia should rely. This manuscript is the first biography of Joseph Holt, the U.S. Army's Judge Advocate General during the Civil War. Leonard argues that Holt has been portrayed as more or less a caricature of himself, flatly represented as the brutal prosecutor of Lincoln's assassins and the judge who allowed Mary Surratt to be hanged despite knowing her sentence had been reduced. Leonard contends that the southern view of Holt became the predominant way we see him, in large part because the memory perpetrated by the Lost Cause defined Holt as ruthless toward Southerners and the South. But Leonard argues that there is much more to Holt than what sympathizers with the Lost Cause came to think of him, and she tells his story here, from his early life in Kentucky to his wartime life as a member of Lincoln's administration to his postwar life as the prosecutor of Lincoln's assassins. Perhaps most important, Leonard will look at the erasure of Holt from American memory and investigate how such a significant figure has come to be so widely misunderstood.
