Written to address performance policies within state and national governments, Government Performance and Results: An Evaluation of GPRA’s First Decade summarizes lessons learned from a 10-year research project that evaluated performance reports produced by federal agencies under the Government Performance and Results Act (GPRA). The results of this project can help answer a wide variety of questions in political economy and public administration, such as: What factors make performance reports relevant and informative? Has the quality of information disclosed to the public improved? Why do some agencies produce better reports than others? Has GPRA led to greater availability and use of performance information by federal managers? Has GPRA led to greater use of performance information in budget decisions? What steps would make federal management and budget decisions more performance oriented? The book documents the current state of the art in federal performance reporting, measures the extent of improvement, compares federal performance reports with those produced by state governments and other nations, and suggests how GPRA has affected management of federal agencies and resource allocation by policymakers. It also identifies obstacles that must be overcome if GPRA is to deliver on the promise of performance budgeting. The authors chronicle the improvements observed in federal performance reporting through the lens of the Mercatus Center’s annual Performance Report Scorecard. The Government Performance and Results Act (GPRA) seeks to improve the efficiency, effectiveness, and accountability of federal programs by requiring federal agencies to set goals for program performance and to report on their annual progress toward achieving those goals. While no data are perfect, agencies need to have sufficiently credible performance data to provide transparency of government operations so that Congress, program managers, and other decisionmakers can use the information. However, limited confidence in the credibility of performance data has been one of the major weaknesses in GPRA implementation. To help improve the quality of agencies performance data, Congress included a requirement in the Reports Consolidation Act of 2000 that agencies assess the completeness and reliability of their performance data. Under the act, agencies were to begin including this assessment in the transmittal letter with their fiscal year 2000 performance reports. Agencies were also required to discuss in their report any material inadequacies in the completeness and reliability of their performance data and discuss actions to address these inadequacies.

" The Federal Funding Accountability and Transparency Act was enacted in 2006 to increase the transparency over the more than $1 trillion spent by the federal government on awards annually. Among other things, the act requires OMB to establish a website that contains data on federal awards (e.g., contracts and grants) and guidance on agency reporting requirements for the website, USASpending.gov. GAO's objectives were to determine the extent to which (1) agencies report required award data and (2) the data on the website are consistent with agency records. To assess reporting, GAO reviewed laws and guidance, analyzed reported award data, and interviewed agency officials. To assess inconsistency, GAO selected a representative sample of 385 fiscal year 2012 awards and traced them back to agency source records. "

The 2004 Intelligence Reform and Terrorism Prevention Act and the resulting governmentwide reform (led by the Performance Accountability Council) helped to improve the timeliness and quality of investigations. GAO was asked to (1) identify the cost trends related to OPM's background investigations since fiscal year 2005 and the principal factors driving OPM's costs, (2) assess how OPM develops the background investigation prices it charges to agencies and the extent to which the basis of these prices is transparent, and (3) assess the extent to which governmentwide reform efforts have focused on reducing costs. For this review, GAO analyzed OPM's reported background investigation cost, workload and pricing data from fiscal years 2005 to 2011; examined key background investigation reform effort documents; and conducted interviews with executive branch agencies' officials. GAO recommends that OPM provide customer agencies better information on the costs of background investigations and identify and address efficiencies that could lead to cost savings. GAO also recommends that the Office of Management and Budget (OMB), through the Performance Accountability Council, expand its reform focus to identify opportunities for cost savings. OPM and OMB concurred; however, OPM raised issues with the basis of some of GAO, s findings. GAO disagrees and addresses these issues in this report.
