African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.

This book derives from a symposium held at Cornell University in April 2014. The symposium explored development financing, which has become an important area of policy discussion in Africa and other developing areas in recent years. The study concurs with previous analyses that greater access to credit by the poor represents the most effective way of fighting poverty and raising the standards of living in Africa. This open access book analyses the development problems of sub-Sahara Africa (SSA) from the eyes of a Korean diplomat with knowledge of the economic growth Korea has experienced in recent decades. The author argues that Africa's development challenges are not due to a lack of resources but a lack of management, presenting an alternative to the traditional view that Africa's problems are caused by a lack of leadership. In exploring an approach based on mind-set and nation-building, rather than unity – which tends to promote individual or party interests rather than the broader country or national interests – the author suggests new solutions for SSA's economic growth, inspired by Korea's successful economic growth model much of which is focused on industrialisation.
