Book Description
In the early years of the Cold War, Western nations increasingly adopted strategies of public diplomacy involving popular music. While the diplomatic use of popular music was initially limited to such genres as jazz, the second half of the 20th century saw a growing presence of various popular genres in diplomatic contexts, including rock, pop, bluegrass, flamenco, funk, disco, and hip-hop, among others. This volume illuminates the interrelation of popular music and public diplomacy from a transnational and transdisciplinary angle. The contributions argue that, as popular music has been a crucial factor in international relations, its diplomatic use has substantially impacted the global musical landscape of the 20th and 21st centuries.

Book Description
This groundbreaking book explores China's efforts to assimilate Tibet, in the process rewriting Tibetan history to conform to Beijing's goals. Warren W. Smith Jr. provides the historical context for understanding the current situation through an overview of China's actual--as opposed to its promised--policies toward Tibet over time. His clear-eyed appraisal of Chinese policy convincingly shows that the PRC's ultimate intention is assimilation rather than autonomy. The author argues that Beijing fears that any genuine autonomy or dialogue with the Dalai Lama will fuel renewed nationalism in "China's Tibet," as the Chinese leadership calls its possession. The book highlights China's past and current propaganda on Tibet to demonstrate China's sensitivity and defensiveness regarding the legitimacy of its rule. It traces the history of Sino-Tibetan dialogue to show how China has tried to use it to defuse Tibetan exile and international criticism, while making no concessions in regard to Tibetan autonomy. In the absence of any solution, Smith advocates the promotion of Tibet's right to self-determination as the most viable strategy for sustaining international attention and maintaining the most essential elements of Tibetan national identity. Smith's thoroughly informed work will be valuable not only to Tibet experts and students, but also to the larger world of Tibet activists, sympathizers, and others attempting to understand China's policies.

Book Description
For more than half a century many Uyghurs, members of a Muslim minority in northwestern China, have sought to achieve greater autonomy or outright independence. Yet the Chinese government has consistently resisted these efforts, countering with repression and a sophisticated strategy of state-sanctioned propaganda emphasizing interethnic harmony and Chinese nationalism. After decades of struggle, Uyghurs remain passionate about establishing and expanding their power within government, and China's leaders continue to push back, refusing to concede any physical or political ground. Beginning with the history of Xinjiang and its unique population of Chinese Muslims, Gardner Bovingdon follows fifty years of Uyghur discontent, particularly the development of individual and collective acts of resistance since 1949, as well as the role of various transnational organizations in cultivating dissent. Bovingdon's work provides fresh insight into the practices of nation building and nation challenging, not only in relation to Xinjiang but also in reference to other regions of conflict. His work highlights the influence of international institutions on growing regional autonomy and underscores the role of representation in nationalist politics, as well as the local, regional, and global implications of the "war on terror" on antistate movements. While both the Chinese state and foreign analysts have portrayed Uyghur activists as Muslim terrorists, situating them within global terrorist networks, Bovingdon argues that these assumptions are flawed, drawing a clear line between Islamist ideology and Uyghur nationhood.

Book Description
In the United States, the size and composition of the federal budget is arguably the most important single issue of the 1990's, yet most debates and commentaries on the subject are largely uninformed. Virtually no one - whether government official, member of Congress, journalist, or taxpayer - seems to understand how the budget is put together and what it means. This is hardly surprising, since the budget has become extraordinarily complicated. The structure of the budget reform act of 1911 has been maintained, with the changes of additional reforms (1974, 1986, and 1990) piled on top of it, while virtually nothing has been discarded. Most people are distressed at the enormous size of the federal deficit and perplexed because highly touted plans and agreements to bring the deficit down result in an even higher deficit. Why does this happen? Why is there a growing deficit amid cries of underfunding? Why is there general agreement on a format that has proved so misleading? This book comprises a series of essays about the federal budget - how and why it has grown so large, why most "deficit-reduction" measures are either shams or predestined to fail, and why understanding budget issues is so difficult. The authors offer a new perspective, a microbudgeting approach, which requires examining in detail how the federal government makes its budget decisions. Macrobudgeting, which is concerned with totals rather than parts, has prevailed for more than a generation in both Democratic and Republican administrations; the deficit-reduction drives of the 1980's, for example, failed because the parts added up to more than the targeted totals. By contrast, microbudgeting breaks the budget down into its basic elements, carefully reviews the assumptions underlying each program or account, and critically examines the methods by which savings are computed. Using this approach, the authors demonstrate that it is possible to understand the budget process and to make informed decisions on issues of public policy. Individual essays focus on such topics as: the changing Congressional budget processes that have been critically important in contributing to the federal budget deficits that have persisted since World War II; the origins, uses, and abuses of budget baselines; and the myth of the budget reductions of the Reagan presidency.
