The tumultuous and rapid political change experienced by Israel since 1965 has been reflected in the history of its party system. In this book, Jonathan Mendilow examines the party and party system transformations through the lens of the electoral campaigns that defined and reflected them. He shows that the relative stability of the dominant party system bequeathed from the pre-independence era was shattered in the 1960s, and replaced by cluster parties that vied for power in the ideological center, only to decline and be replaced in turn in the 1980s and early 1990s by ideological party blocs locked in centrifugal competition. With the separate direct election of the prime minister since the mid-1990s, there has been yet a third profound realignment in party structures, ideologies, and modes of campaigning, according to Mendilow.

This volume highlights Israel's 1999 elections, in which the prime-ministerial race between incumbent Benjamin Netanyahu and Ehud Barak ended with Barak winning by the biggest landslide ever in Israel. Although some observers interpreted these results as a fundamental shift in public opinion, there is little evidence to support this. The book shows how old patterns funneled into a new system of voting produced the 1999 results, where a weak candidate (Barak) bested a wounded prime minister (Netanyahu) abandoned by most of his political allies. Leading social scientists from Israeli and American universities, using a variety of approaches and coming from diverse intellectual traditions, address topics including the emergence of political blocs, strategic voting, and split ticket voting. The 2013 elections took place less than two years after the overwhelming wave of social protests of summer 2011. At first, the election campaign did not raise much public interest, but the emergence of new players and young political forces energized the political race. Party System Closure maps trends in interparty relations in Europe from 1848 until 2019. It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining. For many years before and after the establishment of the state of Israel, the belief that Israel is a western state remained unchallenged. This belief was founded on the predominantly western composition of the pre-statehood Jewish community known as the Yishuv. The relatively homogenous membership of Israeli/Jewish society as it then existed was soon altered with the arrival of hundreds of thousands of Jewish immigrants from Middle Eastern countries during the early years of statehood. Seeking to retain the western character of the Jewish state, the Israeli government initiated a massive acculturation project aimed at westernizing the newcomers. More recently, scholars and intellectuals began to question the validity and logic of that campaign. With the emergence of new forms of identity, or identities, two central questions emerged: to what extent can we accept the ways in which people define themselves? And on a more fundamental level, what weight should we give to the ways in which people define themselves? This book suggests ways of tackling these questions and provides varying perspectives on identity, put forward by scholars interested in the changing nature of Israeli identity. Their observations and conclusions are not exclusive, but inclusive, suggesting that there cannot be one single Israeli identity, but several. Tackling the issue of identity, this multidisciplinary approach is an important contribution to existing literature and will be invaluable for scholars and students interested in cultural studies, Israel, and the wider Middle East.
