The exponential growth of the Covid -19 epidemic has made an impact on organizations all over the world. The purpose of this graduate project is to explore the human resource management issues encountered by the County of Los Angeles Department of Public Health (DPH) throughout the Covid-19 epidemic. A qualitative methodology based on virtual interview questions with a selective sample of DPH human resource management experts will be used to capture the unexpected effects of the Covid-19 epidemic. Results from the virtual interviews will be utilized to establish feasible information to improve Public Health employees' experience and the delivery of their services to the public, specifically during an unprecedented epidemic. The advantages of exploring this topic include having immediate access to human resources staff and improving services rendered to the public. This research will contribute to human resource management and public administration by examining the involvement of DPH employees throughout the Covid-19 epidemic.
