In this pioneering study, Sheilah Hamilton shows that, from the earliest days of British rule, the colonial administration introduced harsh legislation to control Chinese watchmen who were employed to protect the fledgling colony's property in the absence of an effective public police force. She examines the growth in different Hong Kong Government departments of what would now be regarded as 'hybrid' police and argues that the existence of such posts within the civil service resulted in greater social control of the local Chinese community at minimal extra expense. Amongst the topics of private security explored are: the impact of the few private security personnel engaged by local Chinese organizations such as the Nam Pak Hong, Tung Wah Hospital and Po Leung Kuk; the evolution of the District Watch Force from a force engaged in purely local security duties to an arm of the Hong Kong Government involved in non-security matters such as controversial sanitary inspections; and the unique system of village guards and scouts in the New Territories. A particular focus is the early maritime security problems and the internal security forces of Hong Kong's shipping companies. A final chapter compares the situation in Hong Kong and explores the similarities and differences with Shanghai during the period.

Since 1983 Hong Kong has pegged its currency to the US dollar through a currency board system that is unique among the world's advanced economies. In this first comprehensive book about Hong Kong's monetary system, Tony Latter draws on his considerable experience in central banking generally, and with the Hong Kong Monetary Authority in particular, to give a detailed account of how the system operates; why it was introduced; what are the important differences from other monetary regimes; and how it has performed. After a brief overview of Hong Kong's currency board system, two chapters explain the key features of mainstream monetary policy as practised in most economies and how the currency board differs. With the "merger" of the MTRC and the KCRC in 2007, the history of Hong Kong's railways turned a new page. The two government-owned corporations were exceptionally profitable. Yet, this commercially successful railway model was not without social costs and political controversies. Moving Millions critically examines the governance history of the MTRC and the KCRC over the past three decades, and sheds light on the challenges to Hong Kong's railway after the "merger". The author discusses complex relationships between railway management, government policy and politics. Critical issues are analysed, including corporate governance; railway-property development; funding and managing new projects; mismanagement and controversies; public accountability; and passenger interest in fares, choice and convenience. The book compares how differently the MTRC and the KCRC dealt with the government, civil society, the market, and with each other to achieve commercial objectives and tackle public interests issues in a post-industrial society, where public expectations are rising despite constraints in democracy.
